Description
This will be a Best Value Source Selection procurement for a multiple award contract for fully designed projects for renovation, alterations, and repairs for roofing projects; however, some projects will require design/build capability. The contractor shall provide all labor, supervision, engineering, materials, equipment, tools, parts, supplies, and transportation to perform all of the services described in the plans and specifications, or for projects requiring design/build, for individual task orders. No more than four (4) contracts will be awarded as a result of this solicitation. The contracts will be for a base year and four one-year option periods. The maximum annual value of each contract is $2,500,000. We anticipate a maximum of $40,000,000 worth of projects to be placed on these contracts over the five-year term. Task orders issued under this contract will range from $100,000 to $2,000,000; however, smaller and larger dollar value projects may be considered. The minimum guarantee for each contract is $5,000 over the full term of the contract to include option years. Future proposed task orders will be competed among the awardees. Awards will be made to the offerors offering the best value considering both technical and price, where technical and price are approximately equal. Two (2) seed projects will be awarded as a result of this procurement; both are fully designed: Specification 03-1013, Replace Roofing and Repairs EIFS at Building 530, Naval Air Station, Dam Neck Annex, Virginia Beach, Virginia ? work includes demolition of the existing single ply rubber membrane roofing system including flashings and insulation and the installation of a modified bitumen roofing system. The roof has three levels. All three levels are included in the scope of work for this project. Also included is the repair of the EIFS finish at all exterior walls. A small area of landscaping is indicated for installation in order to prevent future damage to the EIFS finish. Cost Range: $500,000 to $1,000,000. Specification 05-5067, Roof and Siding Replacement, Building W193, Norfolk Naval Station, Norfolk, Virginia ? work includes exterior roofing removal and replacement for this project, including flat and sloped roof areas, entrance covers, fascia board replacement, new ventilated soffits, gutters, down-spouts and splash blocks. The work also includes new or replacement of missing duct insulation, replacement of deteriorated decking and framing and asbestos abatement. Cost Range: $250,000 to $500,000. The two seed projects will be awarded based on low price technically acceptable proposals. The approximate solicitation release date is 18 August 2005. This solicitation will be available in electronic format only. All documents will be in the Adobe Acrobat PDF format via the internet. The North American Industry Classification System (NAICS) Code for this project is 236210 with a Size Standard of $28.5 million. This project is not set aside for Small Business. Lack of registration in the CCR data base on the part of the offeror will make an offeror ineligible for award.
