Description
The Bureau of Reclamation intends to award sole source procurement to the National Academy of Sciences (quasi Government agency) to execute an independent study to assess the hydrologic impacts on forest management. The study will address but not be limited to examination of the impacts of forest management on watershed processes, with a particular focus on hydrologic processes and characteristics, such as surface runoff, groundwater recharge, surface water and groundwater quality (e.g., temperature and chemistry), and sediment dynamics. The National Academy of Sciences will develop a committee of recognized experts (volunteers only) that have varied educational and specialty backgrounds to execute this vital study. The estimated period of performance is two years. The Government believes that only one responsible source can execute the scope and direction of this study. A Justification for Other than Full and Open Competition has been prepared in support of this acquisition. Firms believing they can provide similar requirements must provide supporting evidence to that effect in sufficient detail to demonstrate the respondent's ability to meet the stated requirement. This is not a request for competitive quotes. All responses received within 7 calendar days of the date of publication of this notice will be considered by the Government. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Inquiries will only be accepted by Fax at (303) 445-6345, Attention: Ann R. Manning, Contract Specialist/Contracting Officer. Responses should include the firm's DUN and Bradstreet number (DUNS) and Tax Identification Number (TIN). Firms should identify themselves as either small business, or other than small business, in accordance with the size standard for (NAICS) Code 541690 which is $6 Million. This notice may represent the only official notice of such a solicitation.
