- 1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; p roposals are being requested and a written solicitation will not be issued. (i) The solicitation number is W911QX-05-T-0179 . This acquisition is issued as a Request for Quotation. (ii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-27. (iii) This acquisition is a sole source action for Virtual Media Integration LTD, 115 East Garden Street, Pensacola, FL 32501-5623. The associated NAICS code is 334111. The small business size standard is 1000. (iv) The following is a list of contract line item number(s) and items, quantities and units of measure, (including option(s), if applicable): CLIN 0001 Computed Radiography System FFP Intel Pentium IV 3.2 System: ASUS BX 6P / 1I Jumperless MB; 1GB RAM; 2 removable Kanguru Hard Drives with one Drive BAY IBM 120 GB Ultra HD; Microsoft ZW Series Key Board; Microsoft Optical Mouse ASUS 50X CD-ROM W/DDSS II; 10/100 Network Card; MS Window XP PRO; Mid Tower Case 230W Power; CDRW/DVDRW; Full Assemble Tested an d Burned SCSI Controller. (2000CR Digitizer with non-integrated erasure 12-bit table top to include installation and training Qty 1 Each; CLIN 0002 14 inches x 17 inches Imaging Plates Qty 10 Each; CLIN 0003 14 inches x 51 inches Imaging Plates Qty 4 Each . (v) Description of requirements: Governments Intended Usage, Contractor Requirements and General description of system capabilities: The Army Research Laboratory (ARL) requires a Computed Radiography System Salient Characteristics: The Contractor shall provide a Computed Radiography System meeting the following minimum specifications: SALIENT CHARACTERISTICS CR Requirements: 1. The computed radiography system must record flash x-rays from 150kv to 1000 kv flash x-ray pulsers and convert the image to digital form without using film or expendable chemicals. Since screens will occasionally be destroyed, the system must employ p hotostimulable phosphor technology. 2. The computed radiography system must include reader, screens analysis software, screen eraser, computer and any peripheral equipment required to operate the system. A turn-key delivery is required. 3. The system must provide an effective pixel size of 100 microns or less with 14 inch wide screens. 4. A viewing capability is required so that images can be viewed onsite immediately after they are read. The viewer should include an SGVA monitor with at least a 2 mega pixel capability. 5. On site training to ARL personnel after delivery. 6. The operation system must be windows XP PRO and the command control and analysis software must have the following function: a. Window leveling (optimize the image in a specified area). b. Generation of histograms along a specified line. c. Identification of edges in a region of interest by specifying a cutoff density. d. Ability to rotate and invert images. e. Ability to make distance measurements between points on the image. f. Image zoom g. Ability to save images in BMP, Tiff, and JPEG format. h. Ability to annotate images with text. i. Preservation of original image information. 7. The capability to transfer images to a CD, and DVD disk is required. 8. It must be possible to transfer 24 bit color data to Image Pro Plus. 9. The system weight for the reader should be less than 120 lbs. 10. Time to read a 14 inch x 17 inch screen must be no more than 60 seconds. 11. STARR System software by VMI Version 6.6 or most recent version Aberdeen PG. All equipment software/hardware warranted for 14 months point of contact VMI includes installation/ on site trainings. (vi) Delivery is required by 30 Septembe r 2005. Delivery shall be made to the Army Research Laboratory, Aberdeen Proving Ground, Aberdeen, MD. Acceptance shall be performed by an authorized Government Representative at the Government site. The FOB point is Destination.
