- Vandenberg AFB, California intends to issue a solicitation for the youth center Sports Program. Contractor will meet with the Youth Sports director two weeks prior to the start of each sport season to discuss specific bylaws and rules governing each sport. Sports include baseball, softball, basketball, and soccer. Also the Sports Director and Contractor will conduct clinics and certify all officials before each season as per the Statement of Work (SOW). All payments for services performed will be made at the end of each month. The contractor will receive payment through the Accounting and Finance Office upon receipt of invoice from the contractor. Payments will not be made to individual officials. Officials must be certified for the sports they are officiating. The contract manager or alternate shall be locally available to physically meet on Vandenberg AFB during duties hours within 1 hour of notification. The period of performance will be 1 October 2005 thru 30 September 2006. This requirement is 100% Set-Aside for Small Business. Prospective contractors must be registered in the DOD Central Contractor Registration Database at www.ccr.gov prior to award. Offerors are notified that failure to register may render their firm ineligible for award. Release of the RFQ will be via the Internet. In accordance with FAR 52.232-18 Funds are not presently available for this contract. The Government?s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer. It is the responsibility of each offeror to review the web page for the solicitation, notice of amendments, updates or changes to the solicitation. No hard copies will be mailed.
