Description
NOTICE OF CONTRACT ACTION (NOCA) This announcement constitutes a notice to all potential offerors that, on or about 23 August 2005, the Combatant Commanders Command and Control Systems Group anticipates the release on the FedBizOps website (http://www.fedbizopps.gov) a Request for Proposal FA8722-05-R-0002 for the AFSSS S-band Radar Risk Reduction Phase. The Government plans to award at least two (2) Firm Fixed Price contracts with an estimated period of performance of eight (8) months. The Risk Reduction effort will be conducted during the Concept Studies Phase to: (1) get a clear definition of requirements prior to start of system development and design; (2) identify requirements and operations trade-offs that impact the system development and design; (3) identify key cost/schedule drivers and potential implementable cost/schedule mitigation approaches for the acquisition, operations, and sustainment lifecycle of the system; and (4) involve industry early in the program to facilitate an interchange of technical knowledge and ideas. The industry Risk Reduction contract effort will consist of an estimated eight-month effort and will be awarded on a competitive basis to at least two contractors. The Government has defined specific industry tasks tied to the top risk areas, which are documented in a statement of work (SOW). These tasks in priority order are: (1) requirements trades, (2) data fusion, (3) design cost drivers, (4) siting criteria and analysis, (5) operations trades, and (6) waveform optimization. Offerors will be provided 30 days to respond to the RFP. Telephone requests for the RFP will not be accepted. RFP requests will be accepted through the Contracting Officer via e-mail only. Firms responding to this request shall indicate whether they are a large business, small business, very small business, small-disadvantaged business, 8(a) concern, women-owned business, HUBZone small business, veteran- owned small business, or service-disabled veteran-owned small business. Respondents must specify whether they are a U.S. or foreign-owned firm. Interested contractors desiring to do business with the Air Force shall be registered in the DoD Central Contracting Reporting System. Interested contractors should ensure any potential Organizational Conflicts of Interest have been, or are in the process of being, mitigated to the satisfaction of the Contracting Officer. This NOCA does not constitute a Request for Proposal, and it does not restrict the Government as to the ultimate acquisition approach, nor should it be construed as a commitment by the Government. Contractors are reminded and cautioned that only Contracting Officers are legally authorized to commit the Government.
