Description
Notice of Contract Action for a Sole Source Procurement SUBJECT: NOTICE OF INTENT TO AWARD A SOLE SOURCE PROCUREMENT FOR 36 L-BAND HYPERMOD MMT28 TRANSMITTERS AND 11 S-BAND HYPERMOD MMT28 TRANSMITTERS. DESC: INTENT TO AWARD A SOLE SOURCE PROCUREMENT WITH NOVA Engineering. The Air Force, Edwards Air Force Base, CA intends to award a Sole Source purchase order to Nova Engineering, 5 Circle Freeway Drive, Cincinnati, OH 45246. The Sole Source purchase will be for the following forty-seven (47) commercial items: MODEL: MMT28 Description: 36 each Hypermod S-Band Transmitters and 11 each L-Band Hypermod Transmitters, Model MMT28 This acquisition is for Hypermod MMT28 S-Band and L-Band Transmitters. The purpose of this device is to allow the transmission of flight test data from the vehicle under test to ground receiving stations. This device far exceeds the date transmission capacities of any other current telemetry equipment. The MMT28-24 transmitter is a compact airborne telemetry transmitter. The transmitter is available in both L-Band and S-band versions and is remotely tunable in 1 MHz step. The transmitter is capable of transmitting all three types of Advanced Range Telemetry (ARTM) waveforms: (1) multi-h CPM, (2) SOQPSK, and (3) PCM/FM at bit rates of 50 Kbps to 27.8 Mbps (13.9 Mbps for PCM). In effect, there is more information available that can be relayed to the ground and this will enhance the mission. The North American Industry Classification System Code (NAICS) is 334220 and the size standard is 750 employees. Please note that this is not a request for competitive proposals. However, all interested parties who believe they can meet the requirements are invited to submit in writing complete information describing their ability to provide S/L-Band Transmitters above. A determination by the Air Force not to open the requirement to open competition, based on response to this notice, is solely within the discretion of the Air Force. If the office has not received any affirmative written responses by Close of Business (COB), 12 August, 2005, a Sole Source purchase order will be pursued with Nova Engineering, 5 Circle Freeway Drive, Cincinnati, OH 45246.
