Description
The government is seeking professional design services from an architect-engineering firm to develop working drawings and specifications for construction to replace one existing 800 ton chiller with a new, larger chiller and evaluate the chiller system. This work includes mechanical and electrical and, potentially, some structural. The project involves engineering for a new chiller (sized to meet local demands), electrical feeds and electrical equipment. The project will follow the guidelines established in the VA Pittsburgh Master Space Plan to enhance services at University Drive. All designs will be compliant with space criteria referenced in VA Handbook 7610. Design shall incorporate minimal downtime of supplemental chiller to operating rooms. Existing equipment (electrical, etc.) shall be evaluated to determine if they will be sufficient to remain as part of the entire cooling system. If not then design shall include necessary provisions to have functional operation room chillers. The new chiller shall be tied via control system in to the existing computer control system. All designs shall be accomplished in accordance with VA guidelines and specifications, which are available on the Internet at http://www.va.gov/facmgt/standard. A/E shall pay particular attention to USAF, NSPA, BOCA, VA Handbook 7610 space criteria and VA Program Guide PG-18-14 "Room Finishes, Door and Hardware Schedule". The architect-engineer will make site visits as necessary to survey existing conditions as required to determine existing as-built conditions affecting this project. A/E shall verify all dimensions, wall layouts, etc. A/E shall field verify every aspect that relates to the project. A/E shall coordinate visits with the Project Engineer. A/E must be proficient in the use of AUTO CAD 2000 and have access to Microsoft Word 5.0 or higher. Estimated cost of construction is $500,000.00-$1,000,000.00. Area of consideration is restricted to within sixty (60) miles of the VA Pittsburgh Healthcare System, University Drive C, Pittsburgh, PA 15240. Those interested firms, both small and large, within the area of consideration, shall submit three (3) copies of current SF 330 to the attention of Cassandra Craven (Contracting Officer), 04A1-H, VA Pittsburgh Healthcare System, 7180 Highland Drive, Pittsburgh, PA 15206. The NAICS code is 541330 with the small business size standard of $4.0 million. Due date for SF 330 is August 17, 2005 at close of business (COB) 4:30 PM. This is not a request for proposal.
