Description
The VA VISN 22 Network 22 Logistics Office, Long Beach California intends to negotiate a commercial (FAR Part 12) sole source procurement with Tamara Slipchenko, under the authority of FAR 6.302.1. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-05. Only one responsible source and no other supplies or services will satisfy agency requirements. A justification for other than full and open competition has been prepared in support of this acquisition. Request for Quotation is RFQ 600-294-05FF. This procurement is to obtain data base design, statistical analysis and graphical outputs in the management of complex health and environmental databases for the Department of Veterans Affairs San Diego Healthcare System located at 3350 La Jolla Village Dr. San Diego, CA 92161. Contractor is a biogenetist and expert SAS programmer (SAS/BASE, SAS/STAT, SAS/GRAPH, SAS/ODS, SAS/MACRO, Enterprise Miner. Contractors specialized knowledge of machine learning tools and contributions to the design of this project, contractor has been an essential member of the project team. Contractor has extensive experience in the management of complex health and environmental databases including data base design, statistical analysis and graphical outputs. Contractor has participated on the pilot for this project and has provided substantial statistical and programming support for other QUERI-HIV projects. In the capacity of project senior statistician and machine learning tools expert, Contractor will be performing contracted tasks in two time periods throughout this project period. Tasks for the first period will include developing the predictive models using Enterprise Miner and other SAS software. The remaining tasks will be performed at a later date under a separate contract. The North American Industry Classification System (NAICS) code is 334513 and the Small Business Size Standard (SIC) is 500 employees. No solicitation document exists and no telephone inquiries will be accepted. All interested persons may identify their interest and capability to respond to the requirements or submit a proposal. This notice is not a request for competitive proposals. The Government will consider all proposals received by 4:00 PM Pacific Daylight time August 17, 2005. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
