The United States Government, represented by the Department of State, is seeking proposals (Standard Form 171's or OF 612?s) from U.S. citizens interested in providing the PSC services described in the attached. Submissions shall be in accordance with the attached information at the place and time specified. GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR BACKGROUND: This position is located in the U.S. Embassy/Narcotics Affairs Section (NAS), Bogota, Colombia. Proposed position would provide planning information based on mdis imagery for eradication and verification and accurate statistics compilation expertise for program implementation, direction and execution in support of host nation counternarcotics (CN) efforts. STATEMENT OF WORK A. Perform oversight and evaluation of contractor MDIS Program. Submit periodic written evaluations of the Contractor's activities, ensure accurate statistics Compilation, and provide comprehensive award fee input to The Senior Aviation Advisor regarding contractor activities Related to MDIS as it relates to eradication planning for Inclusion in the monthly award fee evaluation; B. Assist the Eradication Program Manager and the Senior Aviation Advisor by coordinating with the Embassy and host Nation organizations to obtain imagery and statistics for Use in eradication planning and verification; C. Develop, coordinate, organize, and implement Comprehensive imagery gathering systems and procedures for The office of aviation. Coordinate the use of various Imagery platforms available in Colombia and integrate them Into a single effective organization; D. Provide liaison with the Colombian National Police (CNP) And military forces and integrate their resources into the Eradication program imagery gathering and statistics Compilation systems; E. Oversee and coordinate all aspects of upgrade of Technology and procedures related to imagery and Statistics; and F. Develop, coordinate and prepare completed staff actions As directed by the eradication program manager and submit Written reports, studies, and other documents related to Imagery issues. MINIMUM QUALIFICATIONS: A. U.S. citizen, eligible to Department of State security Secret clearance; B. Knowledge and experience in military or civilian Imagery gathering and statistics compilation programs; C. Knowledge and experience in the use of MDIS technology; D. Minimum of ten years relevant experience with the U.S. Armed Forces, other governmental agencies, or civilian Organizations; E. Ability to perform staff officer functions and prepare Staff reports and related documents for mid- and senior- Level Department of State (DOS) officials regarding imagery Gathering in Colombia; F. Possess Spanish language ability at the Foreign Service Institute (FSI) r-2/s-2 level, or the Defense Language Proficiency Test (dlpt) level 2/2; G. Be physically qualified to live in Colombia and to Engage in frequent in-country travel to remote locations; And H. Have knowledge and skill in the operation of desktop Computer word processing systems. REQUIRED SKILLS/ABILITIES: A. Knowledge of imagery gathering techniques and Procedures and statistics compilation garnered through Experience and training received from one of the U.S. armed Forces, other governmental agencies, or civilian Organizations; B. Experience and training in military or civilian imagery Gathering and statistics compilation programs in the United States and overseas locations; C. Broad knowledge and experience in the training of Imagery gathering and statistics compilation personnel; D. Ability to perform assigned duties with a minimum of Supervision and to take the initiative as a self-starter; And E. Ability to deal with Colombian counterparts in a Program that is of extreme importance to the governments of Both our nations. 8. Supervision received/contract administration: A. The contractor shall work under the supervision of the Eradication Program Manager; B. The Eradication Program Manager, American Embassy, Bogota, Colombia, shall be delegated as the Government Technical Monitor (GTM); C. The GTM is authorized to act for the Contracting Officer in matters concerning technical clarification, Inspection and, after concurrence by the Contracting Officer, acceptance of contractor's performance under the Contract, including preparation of receiving reports and Authorization of progress payments, when appropriate. The GTM will coordinate all work with the contractor and review Contractor's performance at significant stages of its Development; and D. In no instance, however, shall the GTM be authorized to Alter and/or modify the specifications or the contract Terms and conditions, or waive the government's Requirement, price, or other terms and conditions, as it is Only the contracting officer that can authorize such Changes in writing. Guidelines: guidance is provided from Federal Government and DOS contracting and procurement regulations. Since these guidelines do not consider the operational Setting of Colombia, with its ongoing internal war, Constant physical danger and frequently remote sites where The nas must conduct operations, the incumbent is required To demonstrate great originality, resourcefulness and Ingenuity. The incumbent will often need to initiate or Substantially modify methods and procedures, which could Result in significant program changes. Complexity: incumbent must apply specialized and Professional knowledge to implement and oversee the imagery Gathering and statistics compilation efforts for the DOS Program in Colombia and at multiple forward operating Locations. Assignments include analysis of all facets of Tactical and strategic information, imagery gathering Procedures and the compilation of accurate statistics. Incumbent must be able to apply data/information to ongoing And future eradication operations and integrate it into the Eradication program. The incumbent must perform continuous Analysis of interrelated issues of effectiveness and Efficiency affecting the office of aviation's imagery Gathering and statistics compilation programs that will Improve the effectiveness of aviation eradication Operations in support of the CN mission. Scope and effects: carrying out of assignments may Involve extensive analysis and investigation in order to Detect and resolve problems that could impact adversely the Effectiveness of future international narcotics control Programs. Personal contacts: contacts will be made with all Levels of host government personnel, particularly in the CNP and the Colombian army (COLAR). Purpose of contacts: the incumbent serves as the nas Liaison with the CNp regarding new imagery gathering Matters and statistics compilation, and as such, must often Employ persuasion, diplomacy and cooperation to achieve USG Goals. Language proficiency: the incumbent must possess Fluent Spanish as noted above. The Person selected for this position must be able to carry on Technical and social conversations, as well as be able to Take effective notes at appropriate times for subsequent Report writing. EVALUATION CRITERIA: Factor 1. Demonstrated knowledge of imagery gathering techniques and procedures and statistics compilation garnered through Experience and training received from one of the U.S. Armed Forces, other governmental agencies, or civilian Organizations. Factor 2. Experience and training in military or civilian imagery gathering and statistics compilation programs in the United States and overseas locations. Factor 3. Broad knowledge and experience in the training of Imagery gathering and statistics compilation personnel. Factor 4. (Past Performance). Offeror?s previous experience and quality of performance. (Evaluator may use all evaluation information available at the time of the evaluation, whether provided by the applicant or obtained from references). COMPENSATION: Compensation for the position will be negotiated as follows: Level of experience will dictate the salary level within the grade range. Entry level salary will normally be at the first step of the grade range for the position. However, consideration will be given to the successful applicant?s experience that is specifically relevant to the position to be filled. Number of years of relevant experience will determine at what step within the grade range the successful applicant will be compensated. III.
