- The United States Department of Labor has a requirement (Solicitation No.DOL059RQ20090) in support of the Office of Administrative Law Judges (OALJ). OALJ is seeking contract writers for the Board of Alien Labor Certification Appeals (BALCA). During the performance of this contract, the contractor will prepare draft decisions and orders addressing all factual and legal issues involved in matters before the Board of Alien Labor Certification Appeals. Specifically, the contractor will perform a record analysis of the case which shall include a review of the application and all attendant submissions; define the issues; appraise the evidence and inferences to be drawn therefrom; and research statutes, regulations, court and BALCA decisions, legislative history and all applicable legal authorities. The resulting contract will be a firm fixed price contract. The period of performance of the proposed contract is anticipated to encompass one base year plus four additional option years. This procurement has been determined to be 100% Small Business Set-aside. The NAICS code for this requirement is 921190.
