Description
This is a REQUEST FOR INFORMATION (RFI) only. The Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF), Safety Programs Branch (SPB) is responsible for monitoring and tracking accident investigation data involving ATF personnel while on official duty, adjudicating all tort claims arising from motor vehicle accidents or damage, monitoring and tracking employee claims arising from service related incidents, and other ATF enforcement actions, activities, and incidents. ATF is looking for a Commercial-Off-The-Shelf (COTS) secure web-based, oracle back-end product to provide this functionality. This COTS should only require minimal to moderate configurations and will reside on ATF?s Intranet. ATF does not intend to award a contract on the basis of this RFI or to otherwise pay for information received in response to this RFI. This RFI is issued solely to request capability statements from industry. Product demonstrations may be scheduled as a result of this research if ATF feels the software product can meet the needs of SPB?s business requirements. The system shall: Allow users the ability to enter, modify, and report ATF accident investigation information, damage, claims, and torts, and submit them to SPB personnel Provide capability to integrate/reuse or develop ATF, GSA, and DOJ standard electronic forms Provide the capability to develop and store customer specific ad-hoc reports, forms, questions, and instructions Generate dynamic customizable reports which will include user information in the headers, body, and footers to generate user specific instruction letters o Enable the user to generate a report based on selected query parameters o Support querying of all database fields Provide the capability for users to upload documents and images relating to claims and accident and damage reports Be 508 compliant Be expandable to interface with other ATF Oracle or SQLServer systems Be expandable to support additional enhanced functionality requirements requested by the customer o Flexible and portable to different environments with little change to the user interface if applicable Provide system access and change password ability to the users Allow the System Administrator to provide limited access to SPB users, provide limited access to ATF employees, and read-only access to other ATF personnel. Maintain multiple levels of security for the application and database Provide the capacity to support unlimited unique case records per year. Ensure compliance with Federal security requirements for Information Systems. ATF invites response to this request. Responses to this request are due no later than 5PM on August 17, 2005. (14 days from publishing) and shall be submitted electronically via email to amanda.boshears@atf.gov. The subject line of the email must be Accident Tracking COTS Product. The information supplied in response to this request will not be used to pre-qualify vendors or suppliers for purposes of soliciting proposals. ATF will not be responsible for any costs for the preparation of responses to this request. THIS IS NOT A REQUEST FOR PROPOSAL.
