- The proposed simplified acquisition listed herein is a 100 percent Small Business Set-Aside. The NAICS code is 541611. The Department of Health and Human Services, Program Support Center, Division of Acquisition Management intends to issue a Request for Quote (RFQ) for the Substance Abuse and Mental Health Services Administration (SAMHSA), Office of Policy, Planning and Budget (OPPB) to provide assistance and support for the OPPB in the development of standard operating procedures (SOPs) and accompanying interactive materials for SAMHSA?s committee management staff. The contractor shall gather the necessary information for the development of National Advisory Council (NAC)-related standard operating procedures; and work with the appropriate units within SAMHSA to develop interactive programs that provide a standard electronic format (e.g., Microsoft Word, PDF, and Microsoft Excel) for completing required HHS and SAMHSA NAC reports. The anticipated period of performance shall be seven (7) months. The solicitation will be issued approximately fifteen (15) days after this synopsis is issued and will be made available electronically at this address: http://www.fedbizopps.gov. Only electronic copies of the solicitation will be available. Quotes will be due approximately ten (10) days after issuance of the RFQ.
