- Description
- The Office of Public Health and Science, (DHHS), through the Program Support Center, intends to negotiate a sole-source award with Margaret M. Kubale , Cincinnati, Ohio. Purpose: The journal Public Health Reports needs assistance in gathering information, drafting articles and commentary, and assisting Journal contributors who need help in rewriting manuscripts to render them suitable for publishing. There is a great deal of editing, rewriting, and research required to support the Journal?s schedule of publication, which is not possible for the current staff editor to keep up with. In addition to the regular work of the Journal, there are a number of special projects (i.e. supplements, rewriting for authors, coordination of commentary) that is more episodic in nature than the regular production needs. Editorial help will help fill in for both the routine tasks that are predictable, and for highly specialized tasks that arise. For professional research and writing consulting services, Margaret Kubale is the sole source vendor because: She was a principal developer of the Journal?s current style. She is familiar with the process which she helped establish over the last year. Also during the past year she has worked closely with the Journal?s design and layout contractor (CCSI) and the Publisher (Elsevier) and has a thorough working knowledge of how those two entities process the Journal?s work. She is an accomplished writer, with an exceptional ability to listen well and summarize clearly and logically what she has heard. She has an especially sensitive and rare ability to change her writing style to fit the tonal qualities of the speaker, and audience, and the forum, a particularly important skill for the assignments she will be given. She has worked with governmental agencies, private sector health care facilities, and clinical trial research laboratories, and she understands the issues, dynamics, and complexities of public process, policy, and needs. THE PROPOSED SIMPLIFIED ACQUISITION ACTION IS FOR SUPPLIES OR SERVICES FOR WHICH THE GOVERNMENT INTENDS TO SOLICIT AND NEGOTIATE WITH ONLY ONE SOURCE UNDER AUTHORITY OF FAR 13.106-1 INTERESTED PERSONS MAY IDENTIFY THEIR INTEREST AND CAPABILITY TO RESPOND TO THE REQUIREMENT OR SUBMIT PROPOSALS WITHIN 7 DAYS AFTER THE DATE OF PUBLICATION OF THIS NOTICE. A DETERMINATION BY THE GOVERNMENT NOT TO COMPETE THIS PROPOSED SIMPLIFIED ACQUISITION BASED UPON RESPONSES TO THIS NOTICE IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. INFORMATION RECEIVED WILL NORMALLY BE CONSIDERED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER TO CONDUCT A COMPETITIVE PROCUREMENT.
