Description
The Naional Institutes of Health (NIH) intends to solicit and negotiate on a sole source basis with Richard Janowitz, 1313 State St., Front Royal VA 22630 because it is believed that no other source of supply can supply can satisfy the Government requirement. The NIH has a requirement for Consulting Services. 1. The contractor shall perform an in-depth knowledge of the hosting environment for the National Institute of Health (NIH) Electronic Council Book (ECB) and the Query/View/Report (QVR) Systems. 2. The contractor shall have detailed knowledge of the MVS OS/390 environment of NIH and shall be able to provide Tier 3 support related to the MVS OS/390 environment, to address customer problems that are beyond the scope of the Center for Information Technology (CIT?s) help desk. 3. The contractor shall design, develop, and maintain the computing applications associated with the ECB and the QVR systems, and shall provide Senior Application Engineer the continued systems planning and development of the existing ECB and QVR systems.. 4. The contractor shall perform ongoing software maintenance duties, and shall provide advice and assistance to the OS/390 user community to resolve technical problems in using the services and facilities provided at the CIT data center, and shall develop and coordinate a monthly schedule to provide full expert tier 3 coverage for critical OS/390 problem resolution. 5. The contractor shall provide feedback to management on service quality including identification of new services or procedures needed by the customer community, and shall provide feedback to management on ways to improve overall customer service by better coordinating efforts of TASC and tier 3 staff. 6. The contractor shall review and assess all reported problems to identify severe system deficiencies and take action to ensure that system problems are quickly brought to the attention of the subject-matter expert, and shall design and develop technical circumventions for known system deficiencies or problems. 7. The contractor shall assist in communicating CIT data center directions to the customer community. 8. The contractor shall have skills to include but shall not be limited to at least four (4) years of experience with the MVS system; three (3) years experience as a consultant for users of MVS; shall have expertise in writing technical documents; and proven ability to successfully interact with customers of a data center. 9. The contractor shall provide a monthly status report detailing objectives, accomplishments, and unresolved issues and problems. The report shall indicate the projected tasks for the coming monthly period with and an estimate of the number of hours required for those task. 10. The contractor shall provide a written documentation on all changes, upgrades, fixes and maintenance applied to the software to make/keep the products current, and shall provide written documentation for all software designed and developed as part of the task order. 11. The contractor shall display NIH Identification Cards at all times while working in an official capacity, and shall provide a written security plan prior to performance that addresses the safeguards required by task orders. 12. The contractor shall provide assurances that it meets the safeguards outlined in the Department of Human and Health Services (DHHS) Automated Information Systems Security Program (AISSP) Handbook, version 2.0, and all work performed in regard to these tasks will be reviewed for acceptance. The Contracting Officer Technical Research (COTR) will base acceptance on completeness, accuracy, consulting performance, and review of contractor reports. 13. The contractor shall submit a progress report/invoices on a monthly basis to the Procurement and Property Section Unit (PPSU) of the Division of Computer Support to the COTR, to include the following: a. Contractor?s name and address. b. Contractor number. c. Delivery Order Number. d. Date of Report, and period covered by the Report. e. Description of the progress made against the delivery order during the reporting period. f. Results, positive or negative, obtained related to previously identified problem areas, with conclusions, and recommendations. g. Problem areas, if any, affecting technical or scheduling elements, with background and any recommendations for solutions beyond the scope of the delivery order. h. Plans for activities during the following reporting period. i. Name and telephone number of preparer of the report. j. Name of contractor?s staff assigned to delivery order, number of hours worked during reporting period, calculated on a daily basis for each individual assigned to the task. k. Any cost incurred for the reporting period and total delivery order expenditures as of the reporting period, and person-hours and cost for the delivery order. l. Copy of time sheets initialed by program manager and company. 14. The government will provide a desk, computer terminal/system and access to printer, telephone instruments, and other material appropriate to the performance of this task and shall provide office space at the NIH, CIT, Building 12A, 9000 Rockville Pike, Bethesda, Maryland . 15. The period of performance shall be from date of award to March 30, 2006. The Northern American Industry Classification System Code (NAICS) is 541611 with size standard of $6.0. It is the Government?s belief that the above requirements can only be met by Mr.Richard E. Janowitz. This is not a formal solicitation, however business concerns that respond to this notice must furnish concise responses directed specifically to the requirements mentioned above. Business concerns demonstrating the capability to accomplish the requirements shall supply pertinent information in the form of curriculum vitae in sufficient detail to demonstrate their ability to perform. Information furnished shall include enough material to perform a proper evaluation of each item listed above. Respondents will not be notified of the evaluation results.
