Description
This is a synopsis for commercial items prepared in accordance with the format under Simplified Acquisition Procedures in accordance with FAR Part 13.5, as supplemented with additional information included in this notice. This solicitation document incorporates provisions and clauses that are in effect through the July 2005 Federal Acquisition Regulation revision, which includes the consolidation of all Federal Acquisition Circulars through 2005-04. This acquisition is 100% small business set-aside and the North American Industry Classification System (NAICS) code is 519120 with a small business size standard of $6.0 million. The purpose of this procurement is to obtain professional onsite Cataloging services for corrections, enhancements and additions to on-line catalog records for the Images from the History of Medicine (IHM) database in the Prints and Photographs Collection, History of Medicine Division (HMD, National Library of Medicine (NLM). The NLM?s History of Medicine Division maintains a pre-eminent collection of the world?s published medical literature, including books, journal volumes, pamphlets, and theses, printed from the 15th through the early 20th century; manuscripts ranging in date from the 11th century to the present; fine prints, and other graphic materials from the 15th century to the present; and historical audiovisuals up through 1970. The collection consists of more than 600,000 printed works, 4,000 linear feet of modern manuscripts, 3,000 historical audiovisuals, and over 82,000 historical prints and photographs. The current electronic access to the Prints and Photographs collection is fragmented and inconsistent. Lack of bibliographic information in IHM catalog records does not allow full access to the collection. The processed items have catalog records in the IHM system but the application of cataloging standards and inclusion of significant image descriptive information has been inconsistent. The vendor will provide professional cataloging services with the high degree of expertise required for cataloging unique archival materials. The work will involve the following: a) In depth knowledge and experience cataloging in the Virtua and Voyager cataloging modules; b) Experience in Virtua upgrade testing; c) Analysis of existing catalog records in Virtua to reconcile information in order to meet standards provided by AACR2 2nd ed., rev., the Library of Congress Rule Interpretations, and the Graphic Materials: Rules for Describing Original Items and Historical Collections. Additional vendor requirements will be addressed on the Statement of Work (SOW) in the Request for Quotations (RFQ) package when it becomes available. The purchase order term will be September 30, 2005 through August 29, 2006 with options for four (4) successive one-year periods. The FAR provisions and clauses sited herein are incorporated by reference into this solicitation. Offerors are advised to propose in accordance with the provision of FAR 52.212 1, Instructions to Offerors Commercial Items. Offerors are advised to provide with their offer a completed copy of the following provisions: FAR 52.212 3, Offeror Representations and Certifications Commercial Items (http://www.arnet.gov/far/). The following FAR clauses apply to this acquisition: FAR 52.212 4, Contract Terms and Conditions Commercial Items; FAR 52 212 5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items. Request for Quotations (RFQ) Number NLM-05 165-UHP will be available on or about August 18, 2005.
