Description
This is a synopsis for commercial items prepared in accordance with the format under Simplified Acquisition Procedures in accordance with FAR Part 13.5, as supplemented with additional information included in this notice. This solicitation document incorporates provisions and clauses that are in effect through the July 2005 Federal Acquisition Regulation revision, which includes the consolidation of all Federal Acquisition Circulars through 2005-04. This acquisition is 100% small business set-aside and the North American Industry Classification System (NAICS) code is 541922 with a small business size standard of $6.0 million. The purpose of this procurement is to obtain professional photographic services for photography, image reproduction, digitizing/scanning and archival storage of 160 master DVDs containing high resolution files from the Prints and Photographs Collection, History of Medicine Division (HMD), National Library of Medicine (NLM). The NLM, one of the three national libraries in the United States, is the world?s largest research library in a single scientific and professional field. The NLM?s History of Medicine Division maintains a pre-eminent collection of the world?s published medical literature, including books, journal volumes, pamphlets, and theses, printed from the 15th through the early 20th century; manuscripts ranging in date from the 11th century to the present; fine prints, and other graphic materials from the 15th century to the present; and historical audiovisuals up through 1970. The collection consists of more than 600,000 printed works, 4,000 linear feet of modern manuscripts, 3,000 historical audiovisuals, and over 82,900 historical prints and photographs. The Prints and Photographs Collection, NLM has 160 DVDs containing the high resolution master files of digitized original images in the Prints and Photographs Collection. Each year, the Division facilitates the photographing, digitizing and copying of several thousand images either from the original or master digital file for patrons, NLM and National Institute of Health (NIH) staff. The images are reproduced for use in exhibits, slide presentations, book illustrations, journals, lectures, website development, archival preservation and media productions. The objective of this procurement is to 1) obtain onsite photographic and digitizing services for the Prints and Photographs Collection; 2) provide images to patrons, NLM and NIH staff for use in exhibits, slide presentations, book illustrations, journals, lectures, website development, archival preservation and media productions; and 3) the archival storage of 160 master DVDs. Image reproductions shall be produced from high resolution digital files or film captured from the original image in the Prints and Photographs Collection, NLM. Images shall be reproduced in formats of copy negative, slide, print, and digital file. New images will be added to the master DVD collection for archival storage as new images enter the Collection. The vendor must perform digital and/or film photography onsite, and provide image reproductions and store 160 DVDs at a fair price. Work will be completed in an efficient turn around time. The vendor must have a demonstrated ability to handle large format prints, rare and valuable prints, photographs and books according to the guidelines of the U.S. National Archives and Records Administration. The purchase order term will be September 30, 2005 through August 29, 2006 with options for four (4) successive one-year periods. The FAR provisions and clauses sited herein are incorporated by reference into this solicitation. Offerors are advised to propose in accordance with the provision of FAR 52.212 1, Instructions to Offerors Commercial Items. Offerors are advised to provide with their offer a completed copy of the following provisions: FAR 52.212 3, Offeror Representations and Certifications Commercial Items (http://www.arnet.gov/far/). The following FAR clauses apply to this acquisition: FAR 52.212 4, Contract Terms and Conditions Commercial Items; FAR 52 212 5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items.
