- The National Institutes of Health (NIH), National Cancer Institute (NCI), Center for Cancer Research (CCR), Neuro-Oncology Branch (NOB), plans to procure on a sole source basis, Human Genome U133 Plus 2.0 arrays and two-cycle labeling kits, from Affymetrix Inc., 3380 Central Expressway, Santa Clara, CA 95051. The NOB has an on-going study using the Affymetrix micro array technique to investigate molecular cell biology in brain tumors, especially, in malignant gliomas in its project entitled Glioma Molecular Diagnostic Initiative. This study has been going on for over 2 years and the human genome U133 plus 2.0 arrays and labeling kits are essential for the continuation of this project. The analysis will be performed at the National Cancer Institute (NCI), Center for Cancer Research (CCR) using the CCR?s Government owned Affymetrix GeneChip Scanner and Affymetrix GeneChip Fluidic Station. These are the only known arrays and labeling kits that are compatible with the existing Government owned Affymetrix equipment and will be used in continuation of ongoing experiments. It is critical that new variables not be introduced into these on-going protocols by changing platforms. Affymetrix is the only known source to the NCI Researcher that can meet the aforementioned requirement. This item is commercial as defined in FAR Part 2, and this acquisition is being made using simplified procedures for certain commercial items as authorized in FAR 13.5. This is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statements of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow the researcher to determine if the party can perform this requirement. An original and one copy of the capability statements must be received in the contracting office by 1:00 p.m. EDT, on August 15, 2005. Faxes and emailed capability statements are not authorized. All questions must be in writing and can be faxed to (301) 402-4513 or emailed to gardnerka@mail.nih.gov. It is the vendor?s responsibility to call (301) 402-4509 to insure questions have been received. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted.
