Description
This modification provides additional information regarding the system to be purchased. Additions are noted by *** below. No additional time is being granted to respond to this notice as a result of this clarification. NOTICE OF INTENT TO SOLE SOURCE. The National Institutes for Occupational Safety and Health (NIOSH), NCBDDD, in Cincinnati, OH, has a requirement for the purchase of an X-ray analysis system to be attached to and used exclusively with an existing Philips 420 Transmission Electron Microscope (TEM). The product they desire is a Genesis 2000 XMS 30 for TEM (PN PV8206/31), manufactured by EDAX, Inc., Mahwah, NJ, which is designed and manufactured to interface the Philips 420 TEM, thus no retrofitting would be required. *** An acceptable product must be able to rapidly aquire elemental spectra of high quality. The detector resolution must be 136eV or better and shall not degrade more than 5eV at 10,000cps, and shall not degrade more than 5eV for each subsequant increase of 10,000cps, MnKa at 1000cps. The peak to background performance must be 15,000:1 or better and must detect soft x-rays down to and including beryllium. Also, the analyzer must be able to accept input countrates in excess of 500,000cps with a throughput of more than 100,000cps. The manufacturer will have a sufficiently large service force to guarantee 48-hour on-site service response in the event of a problem during the warrenty and service contract periods. Technical support M-F from 8:30 to 5:00pm, holidays included. First year service contract to be included in the system price. Software updates provided free for the first year and free with an extended service contract. In the event of detector failure, the manufacturer will guarantee a repiar period of less than 3 weeks during the warrenty and service contract period. The manufacturer shall be ISO 9001 certified. Credit for one person to attend a factory training school shall be included with the system. The manufacturer will guarantee a minimum of 92% system up time during warrenty and service contract period. References that represent past performance for similar work should be supplied with any response. *** Organizations that believe they can provide an x-ray analysis system comparable to the one identified above and compatible with the Philips 420 TEM and able to meet the salient features listed are encouraged to identify themselves to the Contracting Officer within 15 days from the posting date of this notice. Interested parties shall provide documentation which demonstrates that they have the expertise and capabilities necessary to meet the stated requirements. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Information received will solely be used for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 15 days, award will be made to EDAX, Inc. under the authority of FAR 6.302-1. All information received will be considered by the Government
