Description
This requirement is being procured in accordance with FAR Part 13, Simplified Acquisitions Procedures. The office of National Oceanic Atmospheric Administration (NOAA), National Marine Fisheries Service (NMS), Northwest Fisheries Science Center (NWFSC) located in Seattle, WA has a requirement for a contractor to provide dietary analysis of juvenile Chinook from near shore surface waters of Puget Sound. The contractor shall complete analysis of stomach contents from 850 individual juvenile Chinook collected by NOAA Fisheries surface trawl sampling from February thru October 2002 and shall begin analysis of over 1800 juvenile Chinook stomachs collected from March through Oct 2003. Diet analysis will include prey identification and enumeration of species, site and date, frequency of occurrence, percentage by weight, percentage by number, fullness, digestion, and index of relative importance (IRI) will be the diet metrics provided. The intended acquisition is for services for which the government intends to acquire from one source under the authority of 41 USC 253 (c) (1), Only One Responsible Source. The government has identified Dr. Simenstad of University of Washington School of Aquatic and Fishery Sciences as the only source who can complete work under proposed contract. Dr. Simenstad is is an expert on shallow-water communities and food webs of estuarine and coastal marine ecosystem throughout Puget Sound, Washington Coast, and Alaska. Dr. Simenstad has been the lead investigator in the processing of diet samples taken from juvenile salmon for cooperative on the abundance of salmonids in the nearshore estuarine areas in Puget Sound. This not a request for proposals and there is no solicitation available at this time. The government reserves the right to solicit offers based on receipt of affirmative responses to this notice, or issue a contract to University of Washington, School of Aquatic and Fishery Sciences without further notice. All interested parties must respond to this announcement within ten (10) calendar days of its publication. All responses must be in writing and may be faxed to (206) 526-6025 attention to Maria Mendoza. This is a simplified acquisition with an estimated value of less than $100, 000.00. ****The Western Regional Acquisition Division, requires that all contractors doing business with this Acquisition Office be registered with the Central Contractor Registry (CCR) as of October 1, 2003.
