- This requirement is being procured in accordance with FAR Part 13, Simplified Acquisitions Procedures. The office of National Oceanic Atmospheric Administration (NOAA), National Marine Fisheries Service (NMS), Northwest Fisheries Science Center (NWFSC) located in Seattle, WA has a requirement for a contractor to provide expert quality assurance and assembly for the Columbia River Basin research including monitoring and evaluation project... The intended acquisition is for services for which the government intends to acquire from one source under the authority of 41 USC 253 (c) (1), Only One Responsible Source. The government has identified University of Washington, Center for Water and watershed Studies (CWWS) headed by D. Robert Edmond of College of Forest Resources, CWWS as the only source who can complete work under proposed contract. Dr. Edmonds and CWWS staff are experts in the potential physical and biological impact of habitat restoration projects, the diversity of approaches to habitat restoration applied across the Northwest and approaches for large amounts of spatially explicit data. This not a request for proposals and there is no solicitation available at this time. The government reserves the right to solicit offers based on receipt of affirmative responses to this notice, or issue a contract to University of Washington, Center for Water and Watershed Studies without further notice. All interested parties must respond to this announcement within fifteen (15) calendar days of its publication. All responses must be in writing and may be faxed to (206) 526-6025 attention to Maria Mendoza. ****The Western Regional Acquisition Division, requires that all contractors doing business with this Acquisition Office be registered with the Central Contractor Registry (CCR) as of October 1, 2003.
