Description
SOURCES SOUGHT NOTICE. The U.S. Department of Commerce, NOAA, intends to solicit for purchase of 10 each Meter, Radiation Hazard, L-3 Communications-Narda Microwave East Model No. EMR-20, P/N 2244/20; NSN: 6625-01-492-3940. This item is being purchased for the National Weather Service (NWS), to be delivered to the National Logistics Support Center, Kansas City, MO. This item is used to support the NEXRAD spare parts program. The intended procurement is for supplies for which the government intends to acquire under the guidelines of FAR Part 12, Commercial Items. The Government intends to solicit and negotiate with only one known source under the authority of FAR 6.302. The company is L3 Communications ? Narda Microwave East, 435 Moreland Road, Hauppauge, NY 11788. L3 Communications P/N EMR-20 has been determined is technically superior because the low end of the dynamic range on the meter affords the opportunity to detect non-ionizing radiation leaks at an earlier time when they are small. This product detects leaks with more precision and in smaller amounts than other competitive products. This product is more durable, requires a two year calibration cycle already established by the government and contains a rechargeable battery eliminating the need for frequent battery replacement at a low recurring cost to the government. The government believes it is in their best interest to acquire these meters from L3 Communications in order to support standardization of support tools within the NEXRAD network thereby reducing the support load for maintaining additional equipment configurations. However, all proposals received within 10 calendar days after the date of publication of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to be considered, firms must furnish detailed information concerning their capability to provide this product. Also include the name, telephone number, and point of contact for businesses or other government agency to which it has previously provided the item.
