Description
(10110) This firm-fixed-price project was previously described in a sources-sought synopsis on 20 JUL 2005. The solicitation will likely be released on or about 08 AUG 2005 by posting to this fedbizopps site. Potential offerors must obtain the solicitation from the Internet site. Offers will be due approximately 30 calendar days after the solicitation release date, and award may occur immediately thereafter. The solicitation will include the evaluation criteria, as well as instructions for writing the technical proposals. This notice provides preparatory information that will be finalized in the final solicitation. This notice should be read in conjunction with the 20 JUL 2005 notice. In the solicitation, the Government intends to release the estimated cost for the project as a whole, as well as the funds available for the first phase. Each offeror will be required to submit a technical proposal describing its approach for meeting the project requirements within these cost constraints. For funding and program control purposes, the Government contemplates a multi-phased approach, with each phased scoped by the offeror to allow a reasonable project end point should continuation funding not materialize. The particulars of each phase will likely be left to the offeror to decide, consistent with its approach to the project and the solicitation's evaluation criteria. The Government contemplates selecting the offeror which provides the best value solution, price and other factors considered, and awarding the first phase with options for the remaining phases. At this time, it is anticipated that proposals will be sought on an unrestricted basis, allowing all responsible sources to submit a offers for the Government's consideration. This address should be used instead of the Alaska Region's Juneau address. The instructions in the solicitation to be released on or about 08 AUG 2005 will supersede any preliminary information in this notice. However, this notice is released in the spirit that some information, even if tentative, is better than no information, and interested potential offerors may use this information as they prepare to receive the solicitation. AUTOMATIC NOTIFICATION: By registering to receive notification on posted synopses, you will be automatically notified via email of any changes to this project. To register, select "Register to Receive Notification" and follow the steps. Follow the same procedure for each project. PLAN HOLDERS LISTS: The Interested Vendors List (IVL) has replaced the plan holders lists that were previously available with solicitation packages. Access the IVL for all projects through the FedBizOpps website. To register as an interested vendor, select "Register as an Interested Vendor" and follow the steps. Follow this procedure for each project of interest. Use the "Register as an Interested Vendor" option to add your company name to the IVL and then view or print the IVL by selecting "View List of Interested Vendors" for each project. IMPORTANT NOTE: In order to receive contract award, a source must be registered in the Central Contractor Registration (CCR) and Online Representations and Certifications Application (ORCA). To register in the CCR system, go to http://www.ccr.gov or call 1-888-227-2423 or 269-961-5757. To register in the ORCA system, go to http://www.bpn.gov. The Government will not delay award to allow an otherwise successful offeror to complete these registrations. The USDA is an equal opportunity provider and employer.
