Description
Defense Supply Center Richmond (DSCR) is required to meet requirements outlined in DOL standards 29 CFR 1910, 29 CFR 1926, and other safety and health regulations. Directorate of Support Services requires technical expertise for the development and support of a DSCR "Process Safety Management Program". The successful offeror shall provide technical expertise necessary to accomplish the work by coordinating via phone calls, facsimile, teleconference, and other communication measureas with the DSCR Safety and Health Office as well as other outside offices. Any communication with other offices must be coordinated in advance with the Contracting Officer's Representative. Successful offeror will develop a tracking system to denote scheduling and monitoring of the project. A schedule of the deliverables and timeline for completion will be submitted to the Contracting Officer's Technical Representative. The successful offeror shall prepare a written process safety management program. Final product will consist of 3 bound copies of a complete Process Safety Management Program that shall comply with the requirements in 29 CFR 1919.119 with copies of all electronic files created on CD. All drafts will be submitted to the COTR and concurred with prior to acceptance of a final product. Necessary program elements are contained in the scope of work. It will also be necessary to prepare and present training on the process safety management program to DSCR personnel. The training will consist of a full-day; on-site presentation presented to a select group of employees. A training program outline and training materials suitable for future training shall be provided by the contractor. Government furnished office space, access to telephones and fax machine will be proveded at DSCR. All work performed (including submittals) shall be completed within three (3) months. A solicitation is being issued set aside for small business. Applicable wage determination will be incorporated.
