Description
This is a combined synopsis/solicitation for commercial items prepared IAW the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. Quotes are being requested and a written solicitation will not be issued. This is a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-03 and DFARs Change Notice (DCN) 20050505. Federal Supply Class (FSC) code is H259 and the size standard is $28.50 million dollars. NAICS is 237230. This acquisition is a 100% small business set aside. Simplified Acquisition Procedures (The award will be less than $100,000) will be followed. This purchase will be for a survey and test of high voltage underground cables. The Air Force Flight Test Center (AFFTC), Edwards Air Force Base (AFB), CA, requests a proposal for work to be accomplished at Edwards AFB: test and survey underground 34.5 KV, 12 KV and 5 KV circuits at Air Force Research Lab (AFRL) and Edwards main base. The work to be accomplished includes but is not limited to the following: testing and evaluation of high voltage underground cables. Requirements: Requirement statements in this section are organized using CSI/CSC Uniformat for Building Construction. The contractor shall accomplish the following: a. Supply manpower and equipment associated with the gathering and interpreting of the resulting data. b. Test energize cables installed in ducts or directly buried without shutting off power. c. Provide on-line, non-destructive diagnostic cable testing technique. d. Personnel shall be high voltage qualified for work with 34.5 KV, 12 KV and 5 KV circuits. e. Provide interpretation, and preparation, which will include the conditions of each circuit as derived from the partial discharge and other aging related signal measurements. f. Provide a final report. Report shall be presented on CD-ROM (Word or Excel) and hard (paper) copy formats, and delivered in five (5) copies of each format. g. Contractor is responsible for submitting proper documentation to acquire unescorted access into AFRL & Edwards AFB for its employees and subcontractors, at least one week prior to needing access. No non-U.S. citizens will be granted access. h. Contractor is responsible for making sure all employees and subcontractors receive AFRL Safety Briefing. i. Contractor will be required to submit a Confined Space Access plan for approval prior to entry into any confined space. Interested parties who believe they can meet all the requirements for the survey and test of high voltage underground cables described in this synopsis are invited to submit in writing complete information describing their ability to provide the requirement. Offerors are required to submit with their quote enough information for the Government to evaluate the minimum requirements detailed in this synopsis. CONTRACTORS MUST COMPLY WITH FAR 52.204-7 CENTRAL CONTRACTOR REGISTRATION (OCT 2003) AND DFARS 252.204-7004, ALTERNATE A (NOV 2003).
