Meeting Minutes CMc Services Pre-Proposal Bid Conference May 20, 2005 11:00am-1:00pm ATTENDEES: Panos Giannakopoulos – GSA Julia Nicolae- GSA Bobbie Tyler- GSA Cindy Alchin- GSA Jeff Bricker – GSA Ken Rogers- URS Corp. Ron Staley- Christman Co. Brad Dameron- Chrstman Co. Ken Muth- Gilbane Bob Dobbins- Gilbane Ben Wilhelm- Shiel Sexton Jim Streeter- Shiel Sexton Randy Waren- Shiel Sexton Roger Haddock- Jacobs Ken Hansen- Therm-o-lite Tino McFarland- Turner MEETING MINUTES: 1. Introductions 2. Meeting outline a. Proposals due: June 9, 2005 b. Firms are encouraged to ask questions/clarification regarding the RFP that was issued 4/25/2005. c. Questions will be addressed & an amended RFP will be issued d. Meeting Minutes will be posted on FedBizOpps e. f. If other interested parties come forth, they must arrange a walk-thru with GSA via Jeff Bricker at 317-226-6612 or 317-226-5743. Present firms are welcome to go through another walk-thru at that time if so desired. 3. Project Background/Status a. Courts project b. Funding available in different stages c. Pre-Construction Phase will have 3 Contracts i. A-E ii. CMc iii. 3rd Party Commissioning Agent d. Design funds i. FY2005 will provide 75% of design funding ii. FY2006 will provide 25% of design funding 1. Pre-construction phase with a CMc onboard to work with A-E 2. 3rd Party Commissioning Agent on-board to work with the A/E and CMc (no contract is in-place yet) e. A-E selected: Einhorn Yaffee Prescott (EYP) i. Office in Washington D.C. ii. Teamed with multiple local architectural & engineering firms iii. No contract has been awarded yet iv. Estimated award date: June 2005 f. Project must proceed with NO DUPLICATION OF SERVICES between any contractor g. CMc Contract i. Contract award anticipated for July 2005 ii. Proposals due June 9, 2005 iii. Source Selection Evaluation Board will evaluate proposals 1. 3 Voting Members 2. Panos Giannakopoulos, the Project Manager, will not be a voting member h. 3rd Party Commissioning Services 1. Owner’s Representative role 2. Separate Contract 3. No RFP issued yet; will be issued; date to be determined 4. Project Execution a. “Constructware” will be used i. Electronic Communication tool ii. All team players will be using this tool for documentation & communication b. Design Excellence & Construction Excellence Project i. On-Time measures ii. On-Budget measures iii. Quality work c. CMc Delivery Method i. Schedule ii. Budget iii. Phasing of Work d. Video-Conferencing i. Some communication during the pre-construction as well as during the construction phases will be made via “video-conferencing” ii. Mandatory for all parties iii. Will be used by GSA, A-E, CMc & Commissioning Agency iv. Method of bring “field” problems into conference room v. Will facilitate direct communication vi. Reduces travel, questions & answer lag time vii. Not used as method to eliminate RFI’s but perhaps to reduce no. of RFI’s 5. Future Questions a. Proposals Due: June 9th 2005 b. All questions should be addressed to Bobbie Tyler in writing c. Responses to questions will be in writing & distributed to all parties 6. Questions & Responses during the CMc Pre-Proposal Bid Conference- 5-20-05 Question: The RFP specifies that design meetings are to be held in Washington D.C. every 2 weeks for 18 months. Will this be the case? Response: The schedule & location of meetings will be addressed in the amended RFP. Three Official Design Meetings at the 30%, 70%, 100% stage will be held in at the site in Indianapolis, IN. Six pre-construction meetings will be held at the A/E’s office in Washington D.C.. A CD of drawings will be submitted to the CMc, and then utilize video-conferencing to hold discussions. CDs will be available through postal service (i.e. overnight) to adhere to GSA’s security requirements regarding the transmission of such docume NOTE: THIS NOTICE MAY HAVE POSTED ON WWW.FEDBIZOPPS.GOV ON THE DATE INDICATED IN THE NOTICE ITSELF (06-JUN-2005).
