- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a separate written solicitation will not be issued. This solicitation is issued as a request for quotation (RFQ). The U.S Special Operations Command desires to exchange 10 each government owned main rotor drive shafts, MDHI P/N 369F5510-1, for 10 each new main rotor drive shafts, MDHI P/N 600N5510-1. Delivery of the new drive shafts is required by 18 Nov 2005. Place of delivery will be the TAPO Warehouse, L-3 Communications, 5749 Briar Hill Road, Door #12, Lexington, KY 40516. FOB point is destination and all shipping costs will be paid by the contractor. Inspection/acceptance of the new drive shafts is at origin by a Government QAR. The intended source is MD Helicopters, Inc, Mesa AZ, 85215. Authority for other than full and open competition is 10 U.S.C. 2304(c)(1), FAR Clause 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The solicitation document and incorporated provisions and clauses are in effect through Federal Acquisition Circular 2005-05, effective 27 July 2005. The associated NAICS code is 336413 and the small business standard is 1000 employees. The Defense Priorities and Allocations System (DPAS) assigned rating is DO-A1.The following provisions and clauses are applicable to this procurement: 52.212-1, Instructions to Offerors?Commercial Items; 52.212-3, Offeror Representations and Certifications?Commercial Items (Offerors are instructed to complete this section and return with their quote); 52.212-4, Contract Terms and Conditions?Commercial Items; 52.212-5, Contract Terms and Conditions Required to Implement Statutes and or Executive Order?Commercial Items; 252.211-7003 Item Identification and Valuation; 252.212-7000 Offeror Representations and Certifications-Commercial Items; 252.212-7001 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisition of Commercial Items, and DFARS 252.217-7002 Offering Property for Exchange. The property described is being offered in accordance with the exchange provisions of Section 201(c) of the Federal Property and Administrative Services Act of 1949, 63 Stat. 384 (40 U.S.C. 481(c)).The property to be exchanged is located at the TAPO Warehouse, L-3 Communications, 5749 Briar Hill Road, Door #12, Lexington, KY 40516. Offerors may inspect the property during the period 2 August 2005 through 16 August 2005, weekdays only, from 10:00 AM through 2:00 PM. Responses to this RFQ are required by 16 August 2005. Numbered Note 22 applies.
