Description
This procurement will be 100% small business set-aside. NOTE: Please pay close attention to the evaluation criteria set forth in the solicitation. This is a combined synopsis solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes an amendment to a previous posted synopsis; proposals are being requested and a written solicitation will not be issued. Solicitation N00174-05-Q-0123 is being revised and issued as a request for proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 18. See Note 1 THIS IS A SMALL BUSINESS SET ASIDE. The NAICS code is 333314 and the size standard is 500. The offeror shall provide firm fixed price for one fully operational CCD Camera with the following specifications: Input Optics with Variable Slit; 200nm to 850nm, F3.5 wit! h Streak Image Analysis Package: Software and Key, Framegrabber, GPIB Card and Cable, WS2005 Pentium PC, CCD Coupling Lens and CCD Mount Adapter. The CCD camera will be used to detect weak emission signals in a strong background of blackbody radiation. Thus, low noise (which is enabled by cooling) and high efficiency are required to observe the weak emission signals, which is provided by a micro lens; furthermore, large dynamic range (no less than 2000) and no less than 12-bit A/D resolution are required to detect the weak emission signals in the presence of strong blackbody radiation. Maximum spectral coverage and resolution, which requires a wide detection area, no less than 17mm and 1300 horizontal pixels. Ability to take 1000 snapshots per experiment, requiring 1000 vertical pixels. A computer, connection to the computer, and data acquisition/analysis software required. Delivery no longer than 4 months after receipt of order. On-site installation and training are requ! ired to ensure the system is operational. F.O.B. Destination for this requirement. The contractor is to state the delivery time required. The following provisions apply: 52.212-1, Instructions to Offerors ?Commercial 52.212-4, Contract Terms and Conditions ? Commercial Items 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders-Commercial Items, 52.212-2, Evaluation ? Commercial Items ? the evaluation factors are as follows listed in descending order of importance, unless otherwise stated: Factor 1: Contractor?s cover letter shall affirmatively state that the proposed item meets or exceeds the specifications listed in the solicitation. Detailed specifications document or brochure is to be supplied. Factor 2: Past Performance ? Offerors shall provide three references for product performance and contractor responsiveness with name, telephone, fax and e-mail address. A past performance questionnaire can be supplied upon request. Other sou! rces for past performance information shall be used as available. Factor 3: Price. All offeror?s must provide with their proposal a completed copy of FAR 52.212-3, Offeror Representations and Certifications-Commercial Items (June 2003).
