- This is a synopsis/pre-solicitation notice for non-commercial services prepared in accordance with the format in FAR Subpart 5.207, as supplemented with additional information included in this notice. The Naval Air Command - Orlando Training Systems Division (NAVAIR Orlando) at Orlando, FL, has established a requirement for the development of a SCORM & S1000D Testbed. The objective of the initiative is to provide the Advanced Distributed Learning Co-Laboratory and Job Performance Technology Center the technical expertise and support to develop solutions to integrate learning and technical data systems. NAVAIR Orlando seeks to competitively award this order as a 100% small business set-aside. The NAICS Code for this procurement is 541512 with a size standard of $21M. The basic award will be a Large Contract (C-type) awarded on a best value trade-off process basis, using policies and procedures in accordance with FAR Part 15. This announcement does not constitute a solicitation.
