Description
The work to be performed consists of the following: 1) installing a protective system on the roadway to prevent damage from scaled rock, 2) conducting high scaling as needed to access the work area and to check the stability of rocks to be removed, 3) removal of designated rock blocks and furnishing and installing rock bolts as directed, and 4) hauling scaled and removed materials to the disposal site located on the west side of the reservoir. The work is located along the access road to Buffalo Bill Dam, approximately 5 miles west of Cody, Wyoming in Park County. The solicitation package will be issued on or around September 2, 2005; technical proposals will be due approximately 30 days after issuance of solicitation. The estimated price range for this acquisition is $250,000 to $500,000. There is no charge for the first copy; additional sets will be provided upon receipt of a nonrefundable check or money order of $9.00 per additional set. All reasonable sources may submit a technical proposal which shall be evaluated by the Bureau of Reclamation for technical acceptability under the Two-Step Sealed Bidding process. The following factors will be evaluated to determine technical acceptability: Company Experience, Key Personnel, Work Plan and Schedule, and Safety. Those technical proposals determined to be technically acceptable will be asked to submit a bid. A contract award will be made to the contractor submitting the lowest bid, having been determined to be technically acceptable. The North American Industrial Classification Code is 238990; the size standard is $12.0 Million. This acquisition is unrestricted. The specifications and drawings will not be posted on the internet; however a complete solicitation is available in hard copy form to any contractor who requests a copy in writing. Requests shall be faxed to Hart Blackeagle at 406-247-7798; they must include the contractor's name, address, telephone, fax, e-mail address, Tax Identification and Dun and Bradstreet Numbers. Note 1: Effective October 1, 2003, any contractor interested in doing business with the Federal Government must be registered in Central Contractor Registration. Contractors may register at http://ccr.gov Note 2: Effective January 1, 2005, any contractor submitting a quotation, offer or proposal to the Government must complete their Representations and Certifications online. All representations and certifications which used to appear in Section K of Bureau of Reclamation Solicitations are now online.
