Description
The Bureau of Reclamation, Mid-Pacific Region intends to issue an invitation for Bid for a firm-fixed price construction contract for Tuttletown Rejuvenation. The principal components of the work to be performed under the specifications include the following: A. Remove approximately 290 cubic yards of existing asphalt (saw cut) and underlying base course as. Backfill and compact these areas with new base course material. Apply approximately 15,500 square feet of new asphalt wear course at these locations and seal cracks at the new asphalt - old asphalt interface. B. Clean and prepare the entire paved surface of the Tuttletown Recreation Area (Approximately 143,800 square yards); Prepare cracks and apply crack seal to cracks exceeding 1/8-inch (Approximately 34,000 linear feet); Apply rejuvenating seal coat to the Tuttletown Recreation Area; Apply aggregate to the Tuttletown Recreation Area treated with rejuvenation coat. Tuttletown Recreation includes: Operations Road, beginning at California State Highway 49; Acorn Campground access roads and camp sites; Chamise Campground access roads and camp sites; Manzanita Campground access roads and camp sites; Fiddleneck Campground access roads and camp sites; Parking Lot Access Road; Upper Parking Lot A; Upper Parking Lot B - Area with existing asphalt surface; Lodging Area Access Road; Lodging Area; Picnic Area; Two (2) Wastewater Treatment Area Access Roads; Sanitary Dump Station; and All Roadway "stub" locations. C. Re-Stripe and Re-Paint Pavement markings of the entire Tuttletown Recreation Area to match the existing striping and pavement markings. This includes: Approximately 12 Handicap Symbols; Approximately 275 Typical Length Parking Stalls; Approximately 165 Forty-Three Feet (43') Long Parking Stalls; Approximately 86 Pavement Marking Letters (96"); Approximately 620 square feet of Pavement Marking Arrows, a. Replace all Arrows with 96" Arrows; Approximately 65,600 linear feet of 4" Wide Solid Stripes, Yellow and White; Approximately 10,700 linear feet of 4" Wide Dashed Stripes, Yellow; Approximately 12, 400 linear feet of 4" Wide Dual Stripes (Both Solid),Yellow; Approximately 1,500 linear feet of 4" Wide Dual Stripes (One Solid, One Dashed), Yellow; Approximately 1,325 linear feet of 12" Wide Stripes, White or Yellow; and Approximately 8 Miscellaneous (approx. 2'X8') Pavement Markings, Red and White. The applicable North American Industry Classification System (NAICS) Code is 237310 and the related small business size standard in dollars is $28.5. The estimated cost of this project is between $250,000.00 and $500,000.00. IAW FAR 19.1305 "HUB-Zone set-aside procedures" this requirement is restricted to HUB-Zone small business concerns. Solicitation 05SI2010 will be posted at http://ideasec.nbc.gov on or about August 17, 2005. The estimated date for receipt of bids is September 16, 2005. This requirement will require 100% performance and payment bonds. Details concerning the site visit and how to register will be located in Section L of the solicitation. The solicitation and specifications must be downloaded at http://ideasec.nbc.gov. No paper copy of this solicitation will be distributed with the exception of the drawings. You must register on the Bidder's Mailing List to receive the drawings. To register: click on the solicitation number and then select the "Vendor Interest" tab taking the following steps: 1) click on the Vendor Interest Tab; 2) enter DUNS number; and 3) enter Password or Tax Identification Number. Also, Central Contractor Registration (CCR) as required by FAR 4.1102 applies to this requirement. In addition, FAR 4.1200 Annual Representations and Certifications, Online Representations and Certifications Application (ORCA) apply to this requirement. Prospective contractors must be registered prior to award. Lack of registration in the CCR and ORCA database will make an offeror ineligible for award.
