- This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The Solicitation Number is W91ZRS-05-T-0005, Request for Proposal. The North American Industry Classification System (NAICS) Code is 238220; size standard is $12M. This acquisition is r eserved for small business concerns; however, the Government is accepting quotes from large businesses. In the event of insufficient small business concern participation, award will be made to a participating large business. The offeror must include a statement regarding the size of the business. This requirement for the Connecticut Air National Guard consists of Removal, disposal of existing 75-ton chiller, replacing, and installation of Trane model RTWA080 (or equal) 80-ton water-cooled chiller. The location is in building 24 Bradley Air National Guard Base, 100 Nicholson Rd, East Granby, CT 06026. The offeror will furnish all plant, labor, expertise, equipment, materials transportation, and appliances necessary to perform operations in connection w ith the removal of 75-ton chiller and installation of 80-ton chiller. The following Federal Acquisition Regulations (FAR) and its supplements DFAR and AFAR provisions and clauses apply to this acquisition; 52.211-6 Brand name or Equal; 52.212-4 Contract T erms and Conditions Commercial Items; 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items; 252.204-7004, Required Central Contractor Registration, 52.212-1, Instructions to Offerors -Commercial It ems, 52.232-33 Payment by Electronic Funds Transfer. The Government anticipates award of a firm fixed price contract. The Government will award contracts resulting from this solicitation to the responsible offerors whose offer conforming to the solicitati on will be most advantageous representing the best value to the Government, price and other factors considered. The technical factors include past performance and technical considerations, which are of equal weight, but when combined price and time will be significantly more important. To receive an award of contract the offeror must be registered in the Central Contractor Registration (CCR) database which can be accessed at the website http://www.ccr.gov or call Assistance Center toll free at 1-888-227-24 23. Interested offerors are required to submit their representations and certifications on-line at http://orca.bpn.gov. You will need your DUNS number and CCR number in order to register to the Online Representations and Certifications Application (ORCA) website.
