Description
The Agency Of Substance Abuse and Mental Health Services Administration(SAMHSA), Center for Mental Health Services Prevention, (CMHS), through the Division of Acquisition Management (DAM), Program Support Center(PSC), plans to award a 12 month sole source contract using simplified acquisition procedures, to the National Association of Mental Health Planning and Advisory Council, 2001 N. Beauregard Street, 12th Floor, Alexandria, VA 22311. The anticipated date of award is August 19, 2005. The contractor shall provide technical assistance using a "peer-to-peer" model. State mental health planning and advisory councils and States will request technical assistance from the contractor. The contractor shall link requesting planning and advisory councils with members of another planning and advisory council with demonstrated strengths in the area of requested technical assistance. The technical assistance may involve the travel of key members from one State planning council to meet with members of the requesting State planning council. Technical assistance may also be provided by telephone calls, video conferencing, or mail. In addition, the contractor shall provide one-on-one technical assistance to State mental health planning and advisory councils at the 2006 National Technical Assistance meeting. The contractor shall be responsible for but not limited to the following tasks: The Contractor shall identify, with the help of the Project Officer, five to ten regional Peer Mental Health Planning and Advisory Council Training Coordinators (PMHTCs). Each PMTC must be a current mental health planning council member and have demonstrated skills in the area of requested technical assistance. The Contractor shall convene a meeting to "train the trainers" on "Mental Health Planning Councils 101," a course which was developed by the Contractor. The Contractor shall provide logistical and administrative support services for the training meeting. The Contractor shall arrange a meeting date and site that is convenient to the PMHTCs. The Contractor shall take into consideration the Federal regulations pertaining to the accessibility of the site to handicapped individuals and accessibility of the hotel/motel when the participants will be transported to and from the airport using public transportation. The Contractor shall arrange with the meeting site for a meeting room, and as required, audiovisual, and other support equipment and services. The Contractor shall arrange travel, hotel/motel accommodations for approval attendees and reimburse the hotel/motel directly for rooms, unless otherwise instructed. The Contractor shall reimburse all approved, non-Federal participants for their allowable expenses and honoraria not later than 30 days from the time of receipt of the participant's completed reimbursement voucher. The Contractor shall arrange travel for two (2) Peer MHPC Consultants for approximately 8-10 technical assistance (TA) visits. The Contractor shall conduct approximately 8-10 peer technical assistance visits to State mental health planning and advisory councils. The Contractor shall generate a memo to the Project Officer at least one week prior to each training visit specifying the TA request, TA approach (site visit, conference call, mail), Consultants to be used, and estimated cost. Once the TA has been provided, the Contractor will generate a memo to the Project Officer providing information on who received the training and indicating need for follow up activities with the council, which shall be provided to the Project Officer no later than one month after each training visit. The Contractor shall convene a meeting to assess needs and provide training to mental health planning council chairs and members as it relates to understanding and using data from the National Outcomes Measures (NOMS) that are reported in State plans and implementation reports. The contractor shall develop a plan to provide such training as part of its technical assistance to planning councils. This task shall be completed within nine (9) months from the start of this award. The proposed simplified acquisition is for services for which the Government intends to solicit and negotiate with only one source Under Authority of Far 6.302. Interested persons may identify their interest by responding to the requirement within 10 days after the date of publication of this notice. A determination by the government not to compete this proposed simplified acquisition based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation is available.
