Description

1. This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is being issued as a request for quotation. Submit offers on RML-RFQ-5027. The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-4 dated 6/8/05. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is not a Total Small Business Set-Aside. The North American Industry Classification System (NAICS) code for this procurement is 325413 and the small business size is 500 employees. The Rocky Mountain Laboratories (RML) requires one (1) cell-free protein expression instrument and an estimated twenty (20) E. coli high yield (96 reaction) reagent kits with the following specifications: The instrument shall produce up to 150 mg protein in a 24 hour reaction with an external control panel (to set temperature, shaking speed and time) and a sample incubator chamber; the temperature module shall have two Peltier elements for heating and cooling with a temperature range of 20-50 degrees Celsius and a cooling setting at 8 degrees Celsius, the shaking speed shall range from 120-990 rpm and an amplitude of +/-.75cm, and the timer shall have a minimum range of 0-99 hours; the sample incubator chamber shall be adaptable for use with 96 well plates. Each E. coli high yield reagent kit shall be compatible with the protein expression instrument and contain materials sufficient for one 96-well microplate 50uL reaction including E. coli lysate, reaction mix, Amino acid mixture (without Methionine), Methionine, Reconstitution Buffer, Control vector GFP, and a 96-well microplate. FOB Point shall be Destination, Hamilton, MT. Delivery shall be two (2) weeks after receipt of the order. Delivery location is Rocky Mountain Laboratories, 903 S. 4th Street, Hamilton, MT. The following FAR provisions and clauses apply to this acquisition: 52.212-1 Instructions to Offerors Commercial Items; FAR52.212-2 Evaluation Commercial Items; FAR 52.212-4 Contract Terms and Conditions Commercial Items; FAR 52-212.5 Contract Terms and Conditions Required to Implement Statues or Executive Orders Commercial Items; FAR52.246-2 Inspection of Supplies-Fixed Price. By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR database prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation; and have posted their FAR 52.212-3 Offerors Representations and Certifications Commercial Items at website http://orca.bpn.gov. Award will be based on the capability of the item offered to meet the above stated salient characteristics, delivery, price and past performance. Offers may be mailed or faxed to the POC indicated above (Fax - 406-363-9376). Offers must be submitted not later than 4:30 PM (MDST), 08/17/05.
