Description
The Department of Commerce/NOAA, National Marine Fisheries Service intends to negotiate on a sole source basis with the Massachusetts Division of Marine Fisheries for follow on services for the surveillance, monitoring and management of right whales in Cape Cod Bay. The proposed contract action will continue ongoing managmeent of habitat and conditions that impact right whales, including ship strikes. Cape Cod Bay is the last near-shore feeding habitat that continues to support right whales along the eastern seaboard of the United States, and was designated a Federal Critical Habitat in 1994. On average, from one-quarter to one-third of the known population are identified in Cape Cod Bay and adjacent waters each winter and spring. The Massachusetts Division of Marine Fisheries began a Right Whale Conservation Program in 1997 based on an intensive surveillance and monitoring program that focuses on winter and spring months. The intent of the contract is to conduct research to reduce the threats of human-induced mortality attributable to vessel collisions and entanglements, and to gain a better understanding of both the spatial and temporal distribution of individually identified right whales. The statutory authority for this action is 41 U.S.C. 253(c)(1), Only one Responsible Source. Congressionally mandated funding has been allocated for this advancement of right whale research and protection. The anticipated performance period is for six months. The applicable NAICS is 541620. The size standard is $6 million. No award shall be made based on responses to this notice since this is not a request for proposals.
