- This is a combined Synoposis/Solicitation. Solicitation to be posted separately on 2 Aug 05. An export consultant will utilize existing tools, skills, data, knowledge, and past experience to provide Region 10 Forest Management with the ability to estimate current (or average) export log values (fob/fas SE Alaska Log Transfer Facility, LTF) for each USFS cruise log grade by species, small end diameter class, and geographic area (if practicable). Consultant will determine which data summaries and tables would best meet Region 10 Forest Management?s immediate needs for short term export analysis. Consultant will recommend data collection studies, update processes, or forest measurement changes that would increase resolution for long term export valuation. 1) Provide data summaries and tables displaying export log sort volume percentages and current (or average) export net dollar values (fob/fas SE Alaska LTF) per Net MBF (Scribner west-side) for each USFS cruise log grade (based on 32 ft. log lengths and various small end diameter classes) by species (SS, H, WRC, AYC) and geographic area (i.e., south Tongass, central Tongass, west Tongass, and north Tongass), if practicable. Explain analysis assumptions and use limitations of short term export values. Estimated hours = 80. Deliverables = Include tables and limitations in Phase 1 Export Analysis Report. 2). Provide a list of recommendations for a long term export valuation strategy (to be implemented in Phase 2), including data collection studies (i.e., dual scale log tests), export value update processes (who, what, when, where, and how), and forest measurement changes (i.e., USFS cruise grade adjustments to capture volumes of higher value export log sorts). Estimated hours = 40. Deliverables = Include list of recommendations for long term export valuation strategy in Phase 1 Export Analysis Report. Although the above tasks primarily involve computer work, the consultant will need to travel to Juneau, Alaska to meet periodically (two times between 9/1/05 and 11/30/05 and one time in 12/05) with Region 10 Forest Management staff to assure deliverables meet Forest Management?s needs. The solicitation will be available for downloading at http://www.fedbizops.gov on the solicitation issue date of 2 August 2005. It will be the responsibility of the bidder to check Fedbizops for any amendments to the solicitation or this announcement. This project will be solicited as Full and Open Competition under the Small Business Competitiveness Demonstration Program. All responsible sources may submit a bid that will be considered.
