- This is a pre-solicitation notice for armed guard security services at the USDA, Moore Air Base facility, Edinburg, Texas. Required services are commercial, therefore, FAR Part 12, Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition Procedures shall apply to this acquisition. The contractor shall provide all personnel, labor, supervision, administrative services, supplies, equipment, vehicles, uniforms, radios, tools, materials, watchman clock, and/or travel and other related services normally required in the commercial market for armed guard service within the State of Texas, as outlined in the Statement of Work. The facility at Moore Air Base encompasses 940 acres and includes an estimated 40 buildings, 5 miles of perimeter fencing, runways, outside storage, etc. The Government contemplates award of a Firm Fixed Price commercial service contract resulting from the solicitation. The period of performance will begin on October 1, 2005, with one base year and four one-year option periods. This is a 100% small business set aside. The North American Industry Classification (NAIC) System Code is 561612. The small business size standard is $10.5 million. Solicitation No. 063-M-APHIS-05 will be issued on or about August 10, 2005. The entire solicitation will be made available only on the Federal Opportunities website at http://www.fedbizopps.gov.
