Description
The National Oceanic and Atmospheric Administration (NOAA) National Marine Fisheries Service (NMFS) Northeast Fisheries Science Center (NEFSC) has a requirement to identify and test a bycatch reduction technology (BRT) for trawl gear that will reduce the bycatch of cetaceans and sea turtles while not adversely affecting the catch of the targeted species or affecting catch at a level that is acceptable by the industry. This requirement is a 100% Small Business Set-aside. The North American Industry Classification System (NAICS) is 541690. The small business size standard is $6.0M. The Contractor shall investigate the best option for reducing the bycatch of cetaceans and sea turtles in bottom trawl fisheries. The technology must be tested to determine its effect on the catch of the targeted species. The Contractor’s proposal must outline and individually price the design, testing and evaluation phases of the project as well as explain the methodology that the researchers will employ to test the BRT. The period of performance will be August 1, 2005 through October 31, 2006. Award will be made to the vendor offering the best overall value to the government considering the likelihood the BRT will meet the study objectives, explanation of the methodology to be employed for all three phases of the project and price. To be eligible for award, vendors must be registered with the Central Contractor Registration (CCR): www.ccr.gov and obtain a DUNS number by calling 1-800-333-0505. Prospective contractors are also required to complete electronic annual representations and certifications at http://orca.bpn.gov in conjunction with the required CCR registration. A copy of the solicitation will be attached to this announcement as a downloadable Word file on or about July 6, 2005. Quotes received by July 25, 2005 will be considered for award. Numbered Note 1 applies.
