Description
NASA/KSC has a requirement for the following: ITEM NO. 1 MATROX AXIO VIDEO CAPTURE AND EDITING SYSTEM. The above system consists of a workstation with the following components: HP xw9300 Workstation with Microsoft? Windows? XP Professional 32-bit SP2; Dual AMD Opteron? 275/2.2GHz (dual-core) 1GHz HT; 4GB (4x1GB) DDR-400 ECC reg for Dual Processor; Matrox Parhelia AVPe 128; 74GB SATA/150 10K system hard drive; 16X DVD+/-RW, DL, LightScribe, Windows; Broadcom 5782 10/100/1000 Network PCI Card (on-board 1Gbit LAN is also required); ATTO 2Gb Dual Channel Host Bus Adapter (CTFC-22XH-000); SCSI U320 Back Panel Connector; US Localization Kit; HP PS/2 standard keyboard & scroll mouse; and Energy Star Settings. Quantity: 3 lots. Contractor shall provide an Upgraded Warranty (4 hr 9X5 coverage) on each of the above workstations on all the HP Parts (all HP parts except Matrox Parhelia AVPe 128 and ATTO 2Gb Dual Channel Host Bus Adapter CTFC-22XH-OOO). All non-HP Parts to have standard commercial warranty. Each of the above systems consists of the below products and quantities: MATROX AXIO HD (PN:AXIO-HD-N). Includes Matrox Axio editing cards, Matrox Axio HD breakout box, and Adobe Video Collection Standard (Adobe Premiere Pro, Adobe Encore DVD, Adobe Audition, and Adobe After Effects). Quantity: 1 each; RORKE 4TB GALAXY HDx 16 3U RACKMOUNT (16X250GB) GALHDX-FC2SO-4000R. Includes 2 Optical SFPs (Small Form-factor Pluggable); and 3.5TB useable RAID 50 Dual Host. Quantity: 1 each; and LC TO LC MULTIMODE FIBRE OPTIC CABLES 50 METER. Quantity: 2 each. Installation, Integration, Testing, and Validating of Item No. 1: The Contractor shall install and integrate the above products into the existing NASA, KSC Press Site Webcast Studio Video Capture and Editing System. The Contractor shall also perform testing after the installation and integration to validate that the products are up and running on NASA?s existing system. ITEM NO. 2 MATROX AXIO SD BREAKOUT BOX. Installation, Integration, Testing, and Validating of Item No. 2. The Contractor shall install and integrate the above product into the existing NASA, KSC Press Site Webcast Studio Video Capture and Editing System. The Contractor shall also perform testing after the installation and integration to validate that the product is up and running on NASA?s existing system. Quantity: 1 each. ITEM NO. 3 SHIPPING CHARGE FOR ITEM NO.'S 1 AND 2, Quantity: 1 lot FOB Destination required. NASA, KSC intends to purchase the required equipment from Profile East Inc. (PEI) on a sole source basis through the authority of FAR 6.302-1 ?only one responsible source and no other supplies or services will satisfy the agency requirements?. This requirement is for the upgrade of NASA, KSC?s existing Press Site Webcast Studio Video Capture and Editing System. The upgrade consists of the procurement of products manufactured by Matrox and Rorke and the procurement of installation, integration, testing, and validating. The existing system consists of a Matrox RTX100 Xtreme Pro (card) and breakout box which uses a software application called Adobe Premiere Pro 1.5. The upgrade will enable NASA, KSC?s existing system to be backward compatible with the approximately 4000 videos previously produced with Matrox hardware and Adobe Premiere software. This compatibility will allow NASA, KSC to access and manipulate existing video archives. PEI is an authorized Matrox service support dealer that installs and integrates Matrox and Rorke products. The products required for the upgrade must be fully compatible with NASA?s existing system which include the Matrox RTX100 and Adobe Premiere Pro 1.5. PEI is the only known source who can provide the products and services required to upgrade NASA, KSC?s existing Press Site Webcast Studio Video Capture and Editing System. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on August 9, 2005. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
