Description
The Naval Air Warfare Center Weapons Division China Lake Ca intends to procure on an other than full and open competition, H-1 software upgrades from Joint Technology Engineering (JTE) of Niceville Florida. The sole source is based on only known source to have the knowledge and expertise to accomplish this task at this time. JTE has been developing the H-1 mission planning software under an ACA with Northrop Grumman. This requirement is to implement it into H-1 Mission Planning system and the effort for the synchronization of AWE capabilities with the H-1 aircraft and test of the platform specific AWE application. It shall include collaboration with the H-1 WSSA for program management, human engineering, systems engineering and logistic support and deployment (fielding) planning requirements. The contractor shall test, analyze and fix the prototype software applications as in an iterative spiral development process in order to better capitalize on user feedback and De! sign Advisory Groups. The effort includes the synchronization of AWE capabilities with the H-1 aircraft and test of the platform specific AWE application. It shall include collaboration with the H-1 WSSA for program management, human engineering, systems engineering and logistic support and deployment (fielding) planning requirements. Testing shall be a joint Government/Contractor effort conducted at Naval Air Weapons Station China Lake Ca and Contractor's facilities as required. Additional information will be provided in the statement of work that will be included in the RFQ. Any firms believing they can provide the upgrade services may submit a written response to be received at the Contracting Office no later than 5 days after the date of publication of this notice. It must clearly show the firm's ability to be responsive without compromising the quality, accuracy or reliability of the data without causing programmatic hardship.
