Description
MOD: The Naval Air Systems Command intends to issue a delivery order against BOA N00019-03-G-0003 on an other than full and open competition to Sikorsky Aircraft Corporation (SAC) 6900 Main Street, P.O. Box 9731, Stratford, CT 06615-9129. Sikorsky is the H-53 Original Equipment Manufacturer (OEM) and possesses the necessary technical data on the H-53 main rotor blade design. SAC will be required to evaluate both a mature erosion-resistant polymer as well as a mature nano-composite-based material that reduce the destructive effects of wind, rain, sand and other environmental conditions on H-53 main rotor blades. Both the polymer and nano-composite materials were previously developed and proven through a Deputy Assistant Secretary of the Navy (DASN) (RDT&E) funded Rapid Technology Transition (RTT) project to have potential for application on H-53 main rotor blades. As part of the evaluation process, one of these materials will be selected based on a comparative analysis of severe laboratory qualification testing, main rotor blade coating application techniques, main rotor blade coating repair procedure, main rotor blade performance analyses and level of improvement over existing main rotor blade protection. The selected material will then be applied to existing H-53 main rotor blades for ground testing at the contractor?s facility followed by Government conducted operational flight testing on an H-53 aircraft.
