Description
This announcement constitutes a Sources Sought Synopsis (SSS). The HSG/ASK, Brooks City-Base TX is seeking sources for a requirement for engineering services and technical support for configuration management of the Advanced Concept Ejection Seat II (ACES II) and other USAF ejection seats. This requirement encompasses evaluating problems and providing recommended solutions. The term Custodian for Design (CFD) is used to identify this requirement. The principal goals of this effort are: 1) to recommend design changes/modification, 2) maintenance of the ACES II data package, and 3) provide technical support concerning ACES II ejection seats and other USAF ejections seats. The out come of this effort will cover all configuration management efforts required on seat design changes/modifications (i.e. trade studies, preliminary and final designs and verification), maintenance of the ACES II data package and technical support concerning ACES II seats and other USAF ejection seats. This would include all subsystem integration with ACES II, interface with current life support equipment, and modification of associated life support equipment, if necessary, as they apply to the seat. The ACES II ejection seat is the Air Force standard and is currently qualified for use in the A-10, B-1B, B-2, F-15, F-16, F/A-22 and F-117 aircraft. Respondent must demonstrate seat technology expertise; have access to historical test and performance data, as well as all legacy design data/information. The CFD effort shall provide technical support to the USAF in evaluating problems and providing recommended solutions associated with ACES II. The resolution of problems should include providing updated data package/drawings, as necessary. The respondent shall furnish all plant facilities, labor, equipment, special tools, test equipment, and materials. Respondent shall maintain the currency of the government-owned technical packages and hosts recurring data reviews to ensure that Technical Orders remain consistent with drawings and specifications. Configuration control includes processing Engineering Change Proposals (ECPs) and any other design changes that occur. Drawing maintenance and configuration control includes assigning part numbers for new configurations of the ejection seat and seat sub-assemblies. Respondent must be able to provide critical engineering analysis, which can be quickly initiated in order to evaluate ejection seat damage or functional anomalies, thereby preventing the grounding of front line combat aircraft. Formal responses to this SSS should also detail the experience, capabilities, and rights to proprietary drawings, as briefly outlined above, to the Government.
