- Eglin AFB FL has a requirement to Replace an Existing HVAC System, Building 1315, Eglin AFB FL. The NAICS code for this requirement is 238220 and the size standard is $12,000,000. The acquisition is UNRESTRICTED. This is a Performance Price Trade Off (PPT) acquisition and award will be made based upon the best value to the Government in accordance with FAR 15.3. The Government reserves the right to award the contract to other than the lowest proposed price. This project includes, but not limited to, replacing the existing HVAC system in Building 1315. The existing HVAC system is comprised of several different types of systems, including a chilled water system, a water source heat pump system, a packaged ground type system, and several small DX split systems located in various locations of the building. In general, the contractor shall be responsible for removing the existing HVAC Systems, as well as supporting systems and facilities, as indicated in the specifications and drawings. Additionally, the Contractor shall be responsible for installing a new and complete HVAC system including all necessary supporting utilities and facilities as outlined in the specifications and drawings. The building must stay operations at all times during construction. The Contractor shall be responsible for developing a construction phasing plan. The building contains restricted areas and requires coordination of entry with the Contracting Officer two (2) days in advance. The above general description of work does not in any way limit the responsibility of the contractor to perform all work and furnish all labor, materials, and equipment complete and in accordance with the specifications and drawings. Performance period is two hundred and forty (240) calendar days. Estimated dollar range is between $500,000 and $1,000,000. This is a paperless acquisition. Paper copies of the solicitation will not be issued. The Request for Proposal (RFP) will be available on the Federal Government?s Electronic Posting System (www.eps.gov) ON OR ABOUT 17 AUGSUT 2005. The ESTIMATED PROPOSAL DUE DATE IS 16 SEPTEMBER 2005. No response to this notice is necessary and no Source List will be maintained. Prospective contractors must be registered in the DoD Central Contractor?s Registration (CCR) database and Online Representations and Certifications Application (ORCA) (orca.bpn.gov) database prior to award of a Government contract. Offerors are further advised that failure to register in the CCR or ORCA database will render your firm ineligible for award. Registration requires applicants to have a DUNS Number. It is recommend registering immediately in order to be eligible for timely award. In accordance with FAR 52.232-18, FUNDS ARE NOT CURRENTLY AVAILABLE FOR THIS PROJECT AND THE PROJECT COULD BE AWARD EITHER FY 05 OR FY 06. No award will be made until funds are available to make payments under this contract. The government reserves the right to cancel this solicitation either before or after closing date with no obligation to the offeror by the Government.
