Description
The U.S. Army, Office of the Project Manager, Maneuver Ammunition Systems, Picatinny Arsenal, NJ intends to solicit for the manufacture and delivery of 12 Gauge Shotgun Breaching Cartridges, consistent with the M1030 12 Gauge Shotgun Breaching Cartridge that satisfies Performance Specifications PRF 12990872. This cartridge provides friendly forces the necessary capability to gain access into sealed buildings during urban operations by opening doors through the destruction of the door lock mechanisms or hinges. The 12 Gauge Breaching cartridges will be used in the Army standard 2.75 and 3.0 inch chambered 12 Gauge Shotgun Systems (Mossberg Model 500 & 590, Winchester 1200 and the Modular Accessory Shotgun System. The basic contract is planned for award in FY06 for a quantity in the range of 174K to 260K rounds. The contract will include four option years with ranges for the following quantities: FY07 (174K – 261K); FY08 (173K-260K); FY09 (171K-257K); FY10 (169K-255K). The M1030 Cartridges will be procured to the performance specification referenced above. To be considered in the competitive range, the offeror must be able to show proof that their design can meet all of the requirements of the Product Verification Test (PVT) as per the tests detailed in the PVT section of the performance specification. The contractor shall provide as much data as necessary to prove to the government that these requirements will be met. This information will be submitted with the offeror’s technical proposal. Advance notice is being given since the Government intends to require offeror’s to submit their proposals within 30 days after issuance of the solicitation. Those contractors in the competitive range will be required to submit a bid sample quantity of 600 cartridges at no cost to the Government within 30 days after receiving notification that he/she is in the competitive range. These bid sample cartridges will be tested and the results will be utilized in the best value source selection. THIS IS NOT A SOLICITATION AND DOES NOT OBLIGATE THE GOVERNMENT TO ISSUE A SOLICITATION. Please be advised that the Government will not pay for any information submitted under this announcement. Electronic submittals are preferred. The Government intends to issue a solicitation on or about 15 June 05. See notes 12, 13 and 23.
