Description
NASA/LaRC has a requirement for Kulite Pressure Sensors to be used in conbination with existing pressure sensors in the NASA Langley Quiet Flow Facility (QFF). NASA/LaRC intends to purchase the items from Kulite Semiconductor Products, Inc. The pressure sensors (kulites) that have been mounted into model airfoil surfaces are at locations from the leading edge to the trailing edges for the airfoil without interfering with the true airfoil surface. The airfoils instrumentd with kulites have and will be used to obtain unsteady pressure measurements in the QFF for airframe noise studies. The kulites being requested are in addition to other pressue sensors already being used within the QFF. Utilization of the same pressue transducers allows for seamless integration into data acquisition system and processing software. If sensors other than kulites are purchased this would require modification and additional resources (additional cost and workforce) to integrate into existing laboratory equipment and data reduction software. These kulites are also required because of their small size and high frequency response. They have no pressure reference tube and thus measure the total pressure signal, not just the mean or dynamic pressure. The enclosure for the pressure sensor diaphram also is specially designed to enclose only that region direcly above the cavity which feeds into the tube for mounting. This design ensures that the cavity helmholtz frequency is at its highest level. The qff is supportyng a number of focused and base programs concerning airframe noise and its control. The measurements obtained through the use of the sensors are necessary to determine the surface response of the unsteady flow resopnsible for airframe noise. The measurements provide information necessary to meet current and future milestones and objectives with respect to identifying, predicting, and controlling key noise producing flow field structure. The authortiy for sole source is FAR 13.106-1. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on August 12, 2005. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications ARE NOT acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
