Description
NASA/ARC is hereby soliciting information about potential sources for five Near Infrared Spectrometer Modules which will upgrade the Solar Spectral Flux Radiometer (SSFR) and be used to extend the spectral range from 1700 nm to close to 2200 nm. These spectrometers are the instruments used for atmospheric radiations studies. NASA/ARC intends to purchase these items from the following company: Hellma Cells, Inc 80 Skyline Drive Plainview, NY 11803, pursuant to FAR 6.302-1. Hellma Cells, Inc has a unique ability to meet all our specifications for the spectrometers. The specifications are as follows: 1. It must be a drop-in replacement for the existing spectrometer module in terms of electrical interface to power, signal processing, and temperature regulation. 2. It has no moving parts (other than cooling) and its optical system is permanently aligned so that it cannot be affected by vibration during aircraft operation. 3. It must be compact and light weight so it can be integrated onto small uninhabited aerial vehicle payloads. 4. It must be sealed, robust and thermally stable. 5. Wavelength range: 1000-2170 nm 6. Detector type: 256 elements InGaAs array 7. Pixel characteristics: 50 x 250 um 8. Grating characteristics: flat-field, 300 l/mm, blaze for approx. 1.4 um 9. Optical resolution: 16 nm 10. Optical entrance: Fiber bundle consisting of Infrasil-quartz glass, 0.6 mm dia. 11. Temperature regulation: thermoelectric cooler to -20 deg C 12. Physical size: 142 mm x 72 mm x 124 mm 13. Weight: 530 g 14. Operating temperature: 0 ? 40 deg C No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in FedBizOpps and on the NASA Acquisition Internet Service. It is the potential offeror?s responsibility to monitor these sites for the release of any solicitation or synopsis. Interested parties having the capabilities and qualifications necessary to meet or exceed the stated requirements are invited to submit appropriate documentation, literature, brochures, and references. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. Please advise if the requirement is considered to be a commercial or commercial-type product. A commercial item is defined in FAR 2.101. This synopsis is for information and planning purposes and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. Respondents deemed fully qualified will be considered in any resultant solicitation for the requirement. The Government reserves the right to consider a small business or 8(a) set-aside based on responses hereto.
