Description
Naval Air Systems Command intends to negotiate a firm fixed price contract with Bell Helicopter Textron, Inc. (BHTI) for additional airframe element fatigue testing in order to meet specification requirements of 10,000 hours life. There are three areas that require testing: 1) the Y main beam/Gusset at Sta. 129, 2) the Z and Y tailboom Attachment Fittings, and 3) the Z Main Beam Caps. This procurement will be a modification to contract N00019-96-C-0128. BHTI is the only firm known to possess the detailed familiarity and in-depth engineering knowledge, necessary expertise and drawings/data to successfully complete the additional fatigue testing. This requirement will be procured in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 2304 (c)(1), as implemented by the Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source.
