Description
The U.S. Bureau of Reclamation intends to award a sole source contract for the purpose of: Provide oversight services (to be performed by the Executive Director) for the salinity activities / projects for the salinity control program. The Colorado River Basin Salinity Control Forum is comprised of seven states (Wyoming, Utah, Colorado, California, Arizona, Nevada, and New Mexico). The Executive Director's major responsibilities include interaction with federal salinity managers from other federal agencies, (including but not limited to, Reclamation, USDA, USF&WS, USGS, USIBWC, the USEPA). The Executive Director gathers information for incorporation into the management of the Colorado River Salinity Control Program in seven states. The executive director coordinates with other professionals and consultants related to reviews, investigations / data collection, and documentation of information needed for the successful management of the CRBSCF. Prepares and submits reports to the Bureau of Reclamation for review and approval. Oversees the continued success of the forum. Ensures that salinity activities, associated with the forum are in compliance with federal laws and regulations. Coordinates with the Bureau of Reclamation to ensure that forum salinity objectives are met. Participates in forum salinity planning sessions, workshops, meetings, field trips, and activities with other federal agencies, local governments, organizations, groups, and individuals regarding the forum activities. Interacts with engineers, hydrologists, biologists, and other specialists from federal agencies regarding the salinity requirements for the basin states and the forum. Must comply with safety regulations, ensuring individual's safety, and promptly report unsafe acts, unsafe conditions, and accidents to the contracting officer's representative. The contract will be for 1 base year and 4 option years and 6 months. Procurement of this service contract is less than $500,000.00, and this acquisition will utilize the procurement methods under FAR Parts 12, 13 & 15. The location of the work is in the Upper Colorado Region, Salt Lake City, Utah. The work will be performed under NAICS Code 541611. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Refer to the Solicitation name and number in your request, include your DUN's and TIN, phone and fax numbers. Department of the Interior has directed the use of Central Contractor Registration (CCR) as the single validated source on vendors doing business with the Government. Prospective vendors must be registered in CCR prior to the award of a contract. Lack of registration in the CCR database will make an offeror ineligible for award.
