Description
The U.S. Army Corps of Engineers (USACE) is conducting market research for possible future Request(s) for Proposal(s) that may be issued in support of a Military Construction Program. This Construction Program will consist of Multiple Facilities such as Maintenance Hangars; Engine Shops; Flight Simulators, etc. (SPECIFIC INSTALLATIONS WILL BE IDENTIFIED FOLLOWING APPROVAL OF BRAC 2005) The objectives of this program are to streamline acquisition and construction duration, minimize time to beneficial occupancy date, identify and implement improved processes/procedures/specifications and leverage best industry practices. Need to: 1. Identify standards used by industry for Commercial Construction projects. 2. Determine the most effective grouping or phasing of the projects, identify the cost/time/management impacts resulting from each alternative decision. 3. Determine how to best utilize small businesses in all socioeconomic categories. 4. Determine the most effective type(s) of contracts, including possible incentives that would help achieve cost/schedule/quality objectives. 5. Determine how to capitalize on economies of scale, standardization, and cost efficiencies associated with local performance. 6. Determine how to maximize effectiveness of the design build process to achieve primary objectives. 7. Determine the technical, management, and cost issues that would serve as quality discriminators amoung proposals for consideration in developing the evaluation factors to be included in the RFPs. 8. Identify industry best practices and determine how to incorporate innovative strategies (new technologies and reduced construction durations) in the acquisition process. 9. Ensure that the requirement for Force Protection and Progressive Collapse are possible using Industry Standards. INFORMATION GATHERED RELATIVE TO THIS PROGRAM WILL PERMIT AN ANALYSIS TO DETERMINE THE METHODS OF PROCUREMENT AND THE AQUISITION APPROACH. INPUT IS DESIRED FROM ALL INTERESTED PARTIES. THIS INCLUDES CONTRACTORS, INDUSTRY ORGANIZATIONS, ASSOCIATIONS OR SOCIETIES. THIS PROGRAM IS UNRESTRICTED AND IS OPEN TO BOTH LARGE AND SMALL BUSINESS PARTICIPATION UNDER NAICS CODES 236 - CONSTRUCTION OF BUILDINGS (236116,117,118,210,220), 237 - HEAVY AND CIVIL ENGINEERING CONSTRUCTION (237110,120,130,210), 238 - SPECIALTY TRADE C ONTRACTORS (238110,120,130,140,150,160,170,190,210,220,290,310,320,330,340,350,390,910,990) 541 - PROFESSIONAL AND TECHNICAL SERVICES (541310,320,330,410,490).
