Description
The U.S. Army Research, Development and Engineering Command, Natick Acquisition Center intends to negotiate and award a sole source Firm Fixed Price contract to Med-Eng Inc. 837 Commerce Park Drive, Ogdensburg, NY, 13669 under the authority of FAR 6. 302-1: Only one responsible source and no other supplies or services will satisfy agency requirements. This contract action will procure 94 proprietary commercial off the shelf Explosive Ordnance Disposal Personal Protective Equipment Advanced Bomb Suit (A BS)systems along with 221 proprietary commercial off the shelf respiratory protection compatible blast effects protective helmet systems to equip Explosive Ordnance Disposal (EOD) Units with equipment needed for Homeland Defense and OCONUS response to ter rorist conventional and Nuclear, Biological, and Chemical Improvised Explosive Device (IED) threats. The ABS is a full body, blast effects protective,EOD Bomb Suit System that provides protection from blast overpressure, fragmentation, thermal and impact threats. This includes: blast resistant upper and lower body protection that allows for rapid donning and offers rapid doffing for emergency egress and allows doffing of the equipment from an incapacitated EOD Soldier without unduly moving the victim to m inimize injury; pockets and other accommodations to hold screwdrivers, crimpers, pliers, and other tools needed for EOD operations; fragmentation, blast and impact protective helmet and face shield system with blast resistant retention system that allows r apid doffing for emergency egress; adjustable ventilation system to maintain fresh air for breathing and to minimize fogging; hearing enhancement system that compensates for lost hearing ability due to high coverage levels of the bomb suit system to mainta in situational awareness; face shield system that is optically clear, distortion free, fog resistant; power supply which utilizes commercial off the shelf batteries and requires no tools for replacement; interfaces with radio systems and push to talk switc hes. The NBC/blast protective helmet system accommodates the M40/M42A2 mask system when worn with the ABS and is physically and electronically compatible with the ABS. Med-Eng is the only source able to provide the ABS due to its unique and proprietary technology and design. This notice of intent is not a request for proposals. Any information received before 8 August 2005 will be evaluated solely for the purpose of determining whether to conduct a competitive procurement.
