Description
The Rocket Systems Launch Program (RSLP), Kirtland AFB, Albuquerque, NM, hereby releases a draft Request For Proposal Revision 1 (DRFP-R1) for industry comment in anticipation the release of a RFP for award of a five-year Task Order Indefinite Delivery Indefinite Quantity (IDIQ) contract with Cost Plus Award (CPAF) Task Orders for A&AS Mission Assurance. The purpose of this program will be to provide A&AS mission support to the SMC Det 12/RP functional staff to directly support all programs. This support includes Aging Surveillance, RSLP Targets Program Mission Assurance & Integration Launch Support (NAILS) and Space Launch Support. Background: Since its establishment in 1972, RSLP has conducted 664 launches from 22 launch sites. Launch vehicles used excess government launch vehicles ranging from the Thor, Atlas, MM I, MM II, Sergeants, Talos, other government and various commercial motors in various configurations for sounding rockets, sub-orbital and orbital delivery vehicles. Emerging RSLP missions will also utilize Peacekeeper, Raptor I (Pegasus), Raptor II (Taurus), Falcon I, and possibly Navy C-4 rocket motors. The contract POP will be for five years and will require flexibility in responding to unique technical requirements. NAICS for this acquisition is 541710, small business size standard is 1000 employees. The RSLP A&AS DRFP-R1 incorporates many comments received during the 28 Jun 05 Industry Day. A complete list of Industry Day questions will be posted on 29 Jul 05. All documents on this acquisition, including this draft RFP and all attachments, can be found at www.smc.kirtland.af.mil. Additional draft documents will be made available on this site as they are developed and updated. Initial award of any resultant contract is anticipated by December 2005. Foreign firms are advised that they will not be allowed to participate in this acquisition at the prime contractor level. The research and test data produced under a resultant contract may contain Military Critical Technology List (MCTL) information whose export is restricted by the Export Control Act (Title 22, U.S. Sec 2751, et seq.) or the Export Administration Act of 1979, as amended (Title 50, U.S.C., App. 2401, et seq.). Only those companies who are on the Qualified Contractors Access List (QCAL) may receive such information. Request certification and registration from the Defense Logistics Service Center (DLSC), Federal Center, 74 North Washington, Battle Creek, MI 49016-3412 as soon as possible. This announcement is for information and planning purposes only. It does not constitute an RFP and is not to be construed as a commitment by the Government. An Ombudsman has been appointed to address concerns from offerors or potential offerors during the proposal development phase of this acquisition. The Ombudsman does not diminish the authority of the program director or contracting officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
